ENDERBY PARISH COUNCIL
Minutes of the Meeting of the Recreation and Amenities Committee held on the 11th June, 2008 at the
Civic Centre, King Street, Enderby
Present: Cllr. Mrs. A. Knight (Chairman)
Councillors: J.H. Bartlett, B. Coleman, Mrs. V. Ellis, F. Evans, Mrs. T. Green, Mrs. J. Hall, K.B. Hazeldine, A.
Negus, H.A.K. Peters, and F.C.W.K. Thomas.
The Clerk to the Council was also in attendance together with District Councillor F.G.H. Jackson.
Min No 01 – Election of Chairman
The Chairman of Council took the Chair for the election of Chairman.
RESOLVED: That Councillor Mrs. A. Knight be re-elected Chairman of the Committee for the ensuing municipal
year 2008/2009.
Councillor Mrs. Knight then took the Chair and thanked Members for re-electing her Chairman of the Committee.
Min No 02 – Appointment of Vice-Chairman
RESOLVED: That Councillor Mrs. J. Hall be appointed Vice-Chairman of the Committee for the ensuing municipal
year 2008/2009.
Min No 03 - Attendance and Apologies
Apologies for absence were received from Councillors R.H. Barr, Mrs. S. Conway, Mrs. J.A. Dickinson, G.A.
Johnson and E.A. Webster- Williams together with District Councillor Mrs. J. Blackwell.
Min No 04 – Declarations of Interest by Members
There were no declarations of Interests by Members or Officers at the Meeting.
Min No 05 – Minutes
The Minutes of the last Meeting of the Committee held on 26th March, 2008 were approved and signed as a
correct record.
Min No 06 – Correspondence
The Clerk reported receipt of (a) Letter dated 27th May, 2008 from Blaby District Council with details of a free
Summer Activity Programme for young people and confirmed that the 637 youth Double Decker bus would be
visiting Enderby on 22nd August, 2008 between 1.00 p.m. and 6.00 p.m. and the itinerary for the summer project
included Arts/Crafts, It’s a Knockout Competition, Sports, Street Dance, Body Combat/Skipping and Dance Mats
(File Ref: R&A/08/29)
(b) The Clerk circulated at the meeting a leaflet prepared by IMPACT Project setting out details of the aim of the
Project to engage with those young people on the streets who were causing concern for local residents and the
community in Leicestershire in order to prevent them becoming involved in criminal or anti-social behaviour. (File
Ref: Crime & Disorder File) He also circulated to Members at the meeting a copy of a Leaflet produced by the
Blaby District Community Safety Partnership entitled ‘Affected by Anti-Social Behaviour? Your Guide for Dealing
With It’ and a copy of a Public Poster with the Anti-social Behaviour Helpline No. 0116 27227677 which had also
been posted on the Council’s public notice boards in the Parish,
(c) a letter dated 22nd May, 2008 from Blaby District Council with details of the District of Blaby Awards for
Outstanding Achievements in 2008 recognising individuals and groups who had made a positive impact on life in
the district; who had given valuable service or for outstanding achievement. (File Ref: R&A/08/30) and
(d) The Clerk also referred to an E-Mail received on 8th June, 2008 from The Journal confirming that they will be
printing in the August edition of The Journal nomination forms for outstanding contribution by a volunteer, nonvolunteer, youth achievement, sporting achievement and achievement in the arts. It was a requirement that all
recipients resided within one of the 5 villages served by The Journal. (File Ref: R&A/08/34)

RESOLVED: (1) That the contents of the correspondence above be noted, (2) That with regard to (a) above, the
Council offer the free use of the Mill Lane Recreational ground for the 637 Youth bus on 22 nd August, 20089
subject to ground conditions being satisfactory to accommodate the Double Decker bus; to a written undertaking
that the costs to the Council in repairing any damage caused to the surface of the recreational ground will be met,
in full, by the District Council and, to confirmation that they are fully insured for third party public liability cover; (3)
That with regard (c) above, the Council would support the nominations of Enderby 2000 Football Club, Mr.
Samuel Young (Young Footballer), Mr. B. Newitt and Mr. W. Holland for the relevant Category Awards for the
Blaby Awards for Outstanding Achievements in 2008, and (4) That with regard to (d) above, the Council would
support the nomination of Mr. Postlethwaite (Achievement in Arts) and the Enderby Foxes Junior Club (Sporting
Achievement) for recognition at The Journal Awards evening.
Min No 07 – Enderby Community Garden
The Clerk referred to the Enderby Community Garden – ‘A Place to Grow’ in Mill Lane, Enderby which was
managed by a company limited by guarantee and a registered Charity under the auspices of Voluntary Action
Blaby District. He stated that a Place to Grow was a community garden project with the overall aim of increasing
physical activity through gardening, promoting healthy eating and raising awareness and understanding of the
contribution physical activity makes to well being and good health. In this connection the Council were invited to
make some contribution towards the public facilities in the Enderby Community garden and a hardwood seat had
been suggested. (File Ref; R&A/08/35)
RESOLVED: That under Section 137 of the Local Government Act, 1972 a grant of £400 be made towards the
cost of the Council providing a public seat for the Enderby Community Garden.
