THE LOCAL ECONOMY AND THE NATIONAL RECOVERY

MP Colin Mayes Visits Enderby Businesses
On July 8, Tate Bengtson and Ted Morrison of the Enderby & District Chamber of Commerce
were joined by Members of Parliament Colin Mayes and Bev Shipley, Mayor of Enderby Dee
Wejr, and several local and regional media representatives, on a tour of five local industries.
The following businesses were toured: North Valley Frameworks, Sperlich Log Construction,
Okanagan Fertilizer, Fink Machines, and Delta C Technologies.
The purpose of the tour was to showcase the diversity of the local economy and to discuss how
local business owners were using innovation and marketing in order to position themselves for

Bank of Canada Announces the End of the Recession
On July 23, the Bank of Canada announced that the recession is essentially over and projected
growth beginning in the third quarter of 2009. This announcement revised previous projections,
which anticipated a sustained economic contraction lasting until the end of the fourth quarter of
2009. However, the Bank of Canada cautioned that the slower recovery and more fragile
financial systems of the United States and Europe may hinder Canada's economic rebound. It
also noted that the pace of recovery in Canada, while faster than the United States and Europe,
would be relatively slow by historical standards.
The Bank of Canada anticipates that Canadian exporters, particularly in the automobile and
wood sectors, are poised to enjoy a disproportionate benefit once U.S. recovery begins to
recover in early 2010.
Canada's rebound is attributed to the stability of our financial sector, the relatively low average
debt load of Canadian households, an uptick in commodity prices, and increasing confidence
among Canadian consumers translating into the purchase of big-ticket items such as houses
and cars.

CITY COUNCIL MESSAGE TO BUSINESSES
Summer’s Looking Great!
A message from Enderby City Councillor Brad Case:
The City of Enderby has a busy summer schedule on the books. One of the
most visible projects is the upgrades to Stanley Avenue and Cliffview Drive over
to Old Salmon Arm Drive. The Stanley Avenue portion of the project is nearing
completion and the Cliffview Drive part of the project being completed later in the
summer.
The recent meltdown of the global financial community does not seem to have
slowed down our area. Many projects are planned including subdivisions,
businesses expansions, infrastructure upgrades, and possibly some
improvements to the portion of Highway 97 which runs through Enderby.
Something that not all of us are aware of is that early this spring, Enderby and
Area F took back the day-to-day control and management of our recreation,

cemetery, and dog control services. These functions include arenas, the
Riverside Ballpark, and Grindrod Park. With this change, our community can
develop and manage these functions from a local perspective.
With the summer season off to a great start, let’s hope it continues, and we all
have a healthy and prosperous season.
Thank you for the update, Brad!

POLITICAL RADAR
BC to Introduce Harmonized Sales Tax in 2010
You may have heard today that the Province of BC plans to harmonize its PST with the GST as
of July 1, 2010. Below is a press release from the BC Chamber of Commerce.
Vancouver, July 23, 2009 - Chambers of Commerce from across the province
today welcomed the bold and timely announcement from the provincial
government that BC will be harmonizing its sales provincial sales tax with the
federal Goods and Services Tax effective July 1, 2010, an issue member
chambers reaffirmed as a priority for government at its recent Annual Meeting.
“Harmonization of BC’s sales tax with the federal GST is one of the most
important policy directions we can put in place today to position us for a strong
recovery at the end of our current economic difficulties,” explains John Winter,
President and CEO of the BC Chamber of Commerce. “With the commitment to
harmonization and the other measures announced regarding personal, corporate
and small business tax the provincial government must be congratulated for
creating the most competitive taxation regime in North America.”
The new tax will as a true value-added sales tax which would apply to the same
goods and services as the GST while maintaining some existing exemptions
under the current provincial sales tax.
“This measure saves business money and reduces government expenditures
while providing protection for those on low-incomes,” continues Winter. “In
addition to these savings the consumer will also be a winner as business will
pass the savings they make, such as $150 million annually in compliance costs
alone, onto the consumer in the form of lower prices”
“Small business across the province are supportive of because not only is this
good news economically, this is particularly good news for small business,”
states John. “Small businesses are the tax collectors for government so this
measure will remove the need for small business to deal with an unreasonable
and complicated tax this will allow us to focus on growing our businesses and
creating jobs.”
