The regular meeting of the Jarratt Town Council was held on Tuesday, April 8, 2014. All Council members were present except J. Brown. Approval of Agenda: Mrs. Wilson added inmate workers and job description under “Finance and Personnel.” Mr. Grizzard asked if we could move updates on drainage to the beginning of the meeting and add property acquisitions to “New business.” Mr. Grizzard moved to adopt the amended agenda. Mr. Wyche seconded the motion and the motion was carried. Approval of Minutes: Under Citizens Comments, Mr. Gregory asked the clerk to correctly identify Mrs. Ferguson as Diane instead of Irene. Mrs. Wilson moved to adopt the minutes with corrections. Mrs. Grizzard seconded the motion and the motion was carried. Per Mr. Grizzard’s agenda request, Mr. Rae presented the Council an update on the drainage project. He informed them of meetings between himself and Mr. Grizzard and local and regional VDOT representatives concerning roadside ditches and the need for thorough and ongoing maintenance of those drainage channels. He and Mr. Grizzard had also met with representatives of Dewberry to discuss alternatives for the Grigg Avenue project. According to Mr. Rae, Dewberry’s staff are also working toward identifying homeowners from whom the Town should pursue easements for this project and future drainage maintenance. Finance and Personnel: Without objection, Council agreed to pay bills. Mrs. Wilson presented job descriptions for the Town’s workers and clerk. The Council agreed to table the descriptions until such time that they could meet with the employees to discuss the responsibilities and get feedback on the adequacy and accuracy of the descriptions. Mrs. Wilson also presented proposed vehicle maintenance lists to be completed by the Town’s employees to document equipment service and repair. Additionally, she presented a proposed vehicle information form to compile important information about each vehicle (make, model, VIN, etc.) to be kept in the Town Office. Mrs. Wilson stated that she had spoken with Ms. Washington at Greensville Correctional Center and had been told that the Town needed to fax a letter detailing the duties inmates would be expected to perform. Once the fax was received, Ms. Washington would evaluate the responsibilities and her workforce. Facilities and Utilities: Mr. Warf reported that the trash truck has been fixed and is back in operation. Mr. Wyche added that there is additional work that is needed to be done to the truck and the parts have been ordered. Health, Safety, and Welfare Mr. Warf discussed the rules and guidelines for the extended trash pick-up. The Council asked the Clerk to send letters to the Sussex residents in the service area informing them of the Page 2, Cont’d Regular Council Meeting April 8, 2014 program and offering them the service. Negotiations with Greensville County are still ongoing and should be done before the May meeting. The Clerk stated that she had sent more letters concerning abandoned vehicles. Development and Planning Mr. Rae updated Council, see supra. Old Business: Mr. Grizzard announced that the closing on the Rodriguez property was not completed. Mr. Warf stated that the lawyer had sent the paperwork and was waiting for it to be returned. Mr. Grizzard added that he had received one bid for the demolition of the shed and house, including filling in the basement and reseeding the lot. Mr. Grizzard also stated that he will be soliciting other bids. Mr. Warf stated that the property for Triangle Park is being given to the Town by Michael Redman in exchange for a commemorative item being placed in the park in memory of Mr. Redman’s parents, Ovid and Mabel Redman. Mr. Grizzard made a motion to set aside $2000 for planning and engineering for the recently purchased commercial property at the intersection of Jarratt and Braxton Avenues. Mrs. Wilson seconded the motion and the motion was carried. Citizen’s comments: Mrs. Elaine Lane (formerly Elaine Felton) asked Council if they would allow her to plant flowers at the intersection of Jarratt Avenue and Halifax Road in commemoration of her son, Deputy Thomas E. Felton, Jr., who perished at the railroad crossing on 29 April 1989. Mrs. Wilson made a motion to grant Mrs. Lane’s request. Mr. Grizzard seconded the motion and the motion was carried. Mr. Vincent Givens explained to Council that he owned the vehicles parked in the lot adjacent to his house and that it was his intent to maintain them in compliance with the Town’s abandoned vehicle ordinance. He agreed that, occasionally, a tarp would blow off of one of his vehicles, but that he would try to replace it as soon as practical. Mrs. Pauline Adams stated that she had spoken with Peggy Wiley concerning Greensville County’s handling of the dog situation which Mrs. Adams had brought to Council’s attention.
