Supporting the disadvantaged • A growing economy does not solve unemployment • The current caseload is challenging, with a large number of LTU and VLTU • Employment services cannot be all things to all job seekers • Collaboration between services and building local connections must be answer to servicing the highly disadvantaged. Managing Structural Change • The current system does this well • System’s rapid and effective response to downturns in textile and manufacturing industries typifies this. • Structural Adjustment Packages have allowed JSA to effectively respond to both local and national labour market changes. Compliance Creep • A priority for 2015 • Advisory Panel on Employment Services Administration and Accountability • Red Tape comes from trying to make a system that meets everyone’s expectations • Lack of oversight, reporting and auditing can be, as in the UK, just as big a problem as an excess.
