Chaudfontaine Newsletter Newsletter 18 – January 2015 Legal developments: European Union Export Control Industry Forum The future of the dual-use trade controls On 23 October 2014 July, the Italian Presidency of the Council and the Commission organised the Export Control Industry Forum that provided opportunities for discussions between representatives from Member States, key industry associations and civil society organisations. Consultation processes will be continued in 2015 for a possible Commission legislative proposal to amend the Export Control Regulation in light of the rapidly evolving security, technological and economic challenges. The Delegated Regulation updates the control list in Annex I of the Regulation. The Commission drafted a note summary. Participating States agreed to new export controls in a number of areas and further relaxation was introduced in a number of other areas. The Arrangement agreed on a guidelines document for new applicants and to continue to monitor opportunities for the Arrangement to contribute to international cooperation with regard to the ATT. Source: http://www.un.org/disarmament/ATT/ 6 United States Debut of Consolidated Screening List Search Tool On 20 November 2014, the Department of Commerce debuted a web-based search tool to help U.S. companies easily search the Consolidated Screening List (CSL), a streamlined collection of nine different “screening lists” compiled by the U.S. Departments of Commerce, State, and the Treasury. The CSL contains the names of over 8,000 individuals and companies with whom a U.S. company may not be allowed to do business due to U.S. export regulations, sanctions, or other restrictions.
