The amendment concern the annexes and notably creates new categories for items which would be used for capital punishment. On July 10, 2014, the Office of Foreign Assets Control (OFAC) issued a final rule implementing the Zimbabwe Sanctions Regulations, 31 CFR Pt. 541.
