Police & Crime Commissioners (PCCs) The first PCC elections will take place on 15th November 2012 and those elected will take office on 22nd November 2012 Current Crime Reduction Organisation in Nottinghamshire Police Police Authority Local Councils Community Safety Partnerships Health & Well-Being Boards THE POLICE AUTHORITY The Authority is an independent organisation responsible for overseeing the work of Nottinghamshire Police to ensure that policing in the county is efficient and effective. Its responsibilities include: Setting and monitoring the police budget Consulting widely with local people about the policing of their area Setting local policing priorities and targets for achievement Monitoring police performance, checking how well they perform against the targets set by the authority Publishing a three year strategic plan and an annual plan which tells local people what they can expect from their police service Informing the public about police achievements on a regular basis Making sure local people get "value for money" from their police service Appointing (and if necessary, dismissing) the Chief Constable and senior officers Overseeing complaints against the police Police Reform and Social Responsibility Act 2011 The Police Reform and Social Responsibility Act 2011 shifts power away from Whitehall bureaucrats and, through Police and Crime Commissioners, into the hands of the public. Setting the annual local precept and annual force budget Making community safety grants to a range of organisations 7 Police and Crime Commissioner Role Strategic direction and accountability for policing. [Protocol] Ensuring value for money. Scope of the role Contributing to regional and national policing. [Strategic Policing Requirement] Working with partners to cut crime. Representing the public, the vulnerable and victims. 8 Police and Crime Plans PCCs must set out their 5 year police and crime plan by March 2013 Policing services from the Chief Constable (or other providers - in consultation with the Chief Constable). YES NO Referred to IPCC PCP responsible for informal resolution 12 Police and Crime Panels Under a duty to support, as well as challenge, the PCC. Will be locally determined. They do not replace the police authority. These will cease to exist once PCCs are elected. Will be established in each force area to provide regular, public scrutiny of the PCC. They are not a super-partnership. Although strong local partnership working will be vital. 13 Balanced Appointment Objective Local Authorities, the Secretary of State and Panels are under a duty to secure a Panel whose councillor members: Political represent all parts of the police area represent the political make-up of the area All appointments should secure a Panel with the necessary skills, knowledge and experience to discharge its functions Police and Crime Panel Geographical Skills, knowledge and experience ‘as far as is practicable’ 14 Police and Crime Panels Composition The Panel will include at least one representative from each local authority in the force area. Where there is a directly elected mayor they will have the option of sitting on the panel. Minimum of 10 Councillors and 2 independents. Option to co-opt further members, on approval of Home Secretary, up to a maximum panel size of 20. Balanced, as far as is practicable, to represent all parts and the political make up of the police force area. Members must have the necessary skills, knowledge and experience. 15 Police and Crime Panel Funding Panels will be Home Office funded, but locally supported £53,300 Scrutiny support Meeting costs £920 is available per panel member for expenses.
