Public-Private Partnership Initiatives
The Public-Private Partnership Initiatives of IL&FS Education was
established in 2007.
The division harnesses the power of PPP partnerships to work with
state governments, municipalities, corporates, bi-lateral and multilateral organizations to facilitate large scale implementation of
Centrally Sponsored Education Schemes of the Government of India
and other nations.
IL&FS Education PPP initiatives is committed to taking forward the
millennium development goals through Public-Private Partnerships.

The Education Sector in India
India has enacted the Right to Education Act and this is expected to be
implemented soon. With the Sarva Shiksha Abhiyan nearing its
completion in 2012 India needs to prepare to provide quality Secondary
Education to Children who have completed Elementary Education.
To meet the needs of Secondary Education, the Ministry of Human
Resource Development has initiated several programmes:
• The Rashtirya Madhyamik Shiksha Abhiyan
• The 6000 Model Schools project
• The National Skills Development Mission
The 11th Five Year Plan has allocated large budgets for the Education
Sector and recommended that Public-Private Partnership would be
adopted by the Education Sector to provide quality education and
infrastructure with accountability.

• Private Schools with full Government sponsorship
• Reform of government aided schools
• Augmentation of existing government schools under PPP.

IL&FS Education in a public-private partnership with
the Pimpri - Chinchwad Municipal Corporation and
the Science and Technology Park has implemented a
stakeholder owned holistic transformation of
schools run by the PCMC

Financial Model – Annuity PPP Model
Project cost bifurcated in verticals and further to deliverables and
milestones with Timelines and costs.
PCMC participation through a deposit 18 crores ( approx 50% ) of
project cost
IETS to furnish an undertaking stating the terms and conditions of the
said deposit
Deposit to be utilised towards the project expenditure.
IETS to pay 7% interest on un-utilised amount to PCMC on the said
deposit till the date of utilisation.
Accrued interest to be credited to PCMC deposit account and the same
to be adjusted towards project expenditure.
Total cost of the project = Rs. 37.01 crores.
Payment terms for project expenditure
IETS to raise invoices towards project expenditure and get paid
upon achievement of milestones
Balance project cost to be funded by IETS say approx. 18 crores.
PCMC to pay 13% interest p.a. for the funds utilised for the project.
PCMC to pay total funds deployed by IETS including interest by
way of annuity from 2009 2010 to end 2014-2015
PCMC to establish ESCROW account in favour of IETS towards
annuity installment payment

Delhi Schools Project – Roopantar
Physical Infrastructure as a Quality Education Intervention
IL&FS Education is developing 202 schools
in Delhi for the Delhi Industrial State
Development Corporation.

The project involves Upgradation of the:

• The administrative

• the social environment.
The aim is to create in the 202 urban
schools a Positive school climate and
global school infrastructure taking learning
to new levels.

Computer Aided Learning
Creating a Technology Based Teaching-Learning Environment
IL&FS Education with Bihar State
Electronic Development Corporation
Limited is working in Public-Private
Partnership with Sarva Shiksha Abhiyan,
Bihar to implement the Computer Aided
Learning (CAL) programme in 250 schools
under SSA in 37 districts of Bihar.
• Setting up of hardware
• Creating curriculum
• Introducing multimedia lessons
• Training of 1500 teachers on IT Skills
Each lab has: 3 computers, printers, UPS,
generators, computer teachers and one
K-Yan per school.
Impacting 1,25,000 children and 1500 teachers
Government of Jharkhand
Large Scale Capacity Building of Teachers
IETS has trained almost 1,00,000 primary
school teachers in the teaching of English
as a second language. Impacting about
40,00,000 of children.
