Many accidents and incidents are result from a change to the planned methodology (Work Package Plan) e.g.: • Differing site conditions • Alternative plant/equipment • Alternative resources When we investigate these accidents and incidents we found that change had not been recognised. How do we get our workforce to recognise change? POWRA Behaviour Safety and Productivity are equally important Safety is an absolute everything else can be prioritised POWRA Safety 365 - Target Zero Safety No Incidents The Perfect Day Delivery Profitable Customer Satisfied What is a POWRA? It is: • A final check made by the gang before starting work • Confirmation that all agreed controls are in place • A means of empowering the workforce to take ownership of their work area • A route to seek revisions to an approved method of work Where does POWRA fit? Construction Phase Plan } Work Package Plan } Task Briefing } Associated Permits } Completed and Approved in advance of the Work POWRA – completed at the Point of Work Behaving Safely Standard THE FOUR KEY AREAS ARE: • Follow the Rules – (Standards) • Speak Up – (Communication) • Be Aware & - (Risk management) • Get Involved – (Involvement) As part of Behavioural Based Safety, POWRA encourages and promotes engagement Be Aware of the site conditions and changes to WPP Speak Up about what needs to be changed Get Involved with making improvements Follow Rules, agree changes to WPP Examples of Recent Events Westhampstead Station – the safe system of work in place for the movement of bulk bags around site included the use of a telehandler. POWRA would have highlighted: • Site conditions and • Alternative item of plant used A1 D2B – Operative cut his arm with a cut off saw after slipping while cutting the central reserve concrete barrier.
