Point of Work Risk Assessment
(PoWRA)
Why do we need POWRA?
Many accidents and incidents are result from a change
to the planned methodology (Work Package Plan) e.g.:
• Differing site conditions
• Alternative plant/equipment
• Alternative resources
When we investigate these accidents and incidents we
found that change had not been recognised.
How do we get our workforce to recognise change?

What is a POWRA?
It is:
• A final check made by the gang before starting work
• Confirmation that all agreed controls are in place
• A means of empowering the workforce to take ownership
of their work area
• A route to seek revisions to an approved method of work
