The New MICCS Certification Program An Introduction to the Enhancements and Updates of the MICCS Certification Program What will be covered? • • • • Show off the newly redesigned and updated program Highlight enhancements and changes made to program Provide lead time to prepare for changes Answer questions What did we do? • Held several focus group meetings to identify updates to the program requirements • Held additional focus group meetings to identify enhancements for the web-based application for all users • Redesigned the web-based application and database • Overall: significant amount of staff and volunteer time and significant monetary investment for the organization Why did we do all of this? • The program requirements had not been reviewed and revised in the past 10 years. Changes in the industry have occurred and the program needs to reflect this. • The web-based application was outdated and had numerous limitations. • Increase the value to owners and to contractors • Better the overall user experience What does this mean for you? • Easier to navigate and understand program requirements • Company dashboard with notifications such as renewal and annual stats update • Snapshot with program scoring and reviewer feedback • Sortable list so owners can easily find contractors Highlights of the Changes • Effective date for new program launch will be January 1, 2014 • Fee structure has been revised by the board to keep the program in line with costs incurred to maintain program • “Qualified” status will require contractors to pass a Home Office Audit (HOA) • Revised Safety Program Criteria (SPRS) Highlights of the Changes • Updated scoring methodology • Enhanced user experience and software design • New logos Effective Date • New program launches January 1, 2014 • Your company will move to the new system upon your worker’s compensation renewal date • December renewals can opt to renew in new system in January 2014 or renew in old system by December 31, 2013 • Old system will be phased out January 1, 2015 Annual OSHA 300 A Log Stats Update • Companies that renew in January 2014 will update their record with their 2013 OSHA 300A log data in the new system as part of their annual renewal • All others will update their data in the old system • All data must be updated by February 1 Fee Structure • Application Fee – MICCS Association Member $800 – Non-member $950 • Renewal Fee – MICCS Association Member $475 – Non-member $625 • Resubmission Fee – MICCS Association Member $300 – Non-member $500 Similar Program Fees • ISNetworld charges $700 to $13,800 for the first year and $600 to $12,800 annually • PICS - $750 initial cost to access only one owner; extra fee for access to each additional owner New HOA Requirement for “Qualified” Status • Currently, “Qualified” companies do not have to go through a Home Office Audit (HOA) automatically. Instead these companies are put into a randomized selection pool. • On January 1, 2014, in order to attain “Qualified” status, companies will be required to pass an HOA. New HOA Requirement for “Qualified” Status • Why? The board believes that the HOA is the best way to understand how and if a company is following their safety program. • The new HOA requirement will apply to all new applicants. • Companies currently in “Qualified” status will be randomly selected over the next three years for a HOA so that all “Qualified” contractors have passed a HOA by early 2017. Revised SPRS • The revised SPRS is posted online at www.miccs.org and all changes are highlighted • Everyone received an handout • Language updates to make it clearer as to what is being asked of you • Updates to keep in line with IOSHA and generally accepted industry standards • Should be nothing that comes as a shock but there are several changes so please prepare in advance Revised SPRS • Companies will be required to upload their safety program/manual in PDF format • Page numbers will be required for referencing plus there is an added box for more detailed information • The program requires that you use the PDF number (not the document page number) to avoid any confusion for the reviewer • The program will keep historical SPRS and HOA information Updated Scoring Methodology • Currently, you must meet all of the minimum requirements and that won’t change. • Currently, you receive points for best practices section if you have one or all of the best practices. • In the new system, you will receive a pass/fail score for minimum requirements. • In the new system, you will receive a point for each best practice that you meet. Qualified Status – EMR equal to or less than 1.0 – A three-year average TRIR and DART equal to or less than the national average for your NAICS code – Have no fatalities for the past three years – Meet all mandatory SPRS criteria – Pass a Home Office Audit Certified Status – EMR equal to or less than 0.9 – A three-year average TRIR and DART equal to or less than 80% of the national average for your NAICS code – Have no fatalities for the past three years – Meet all mandatory SPRS criteria – Score 50% or higher on the SPRS best practices – Pass a Home Office Audit MICCS-IDOL Certified Partnership – Attain “Certified” status – Be a MICCS Association Member – Complete the MICCS-IDOL Partnership Agreement which includes submitting monthly safety data – A three-year average TRIR and DART equal to or less than the Indiana average for your NAICS code – Be approved by the Indiana Dept. of Labor Enhanced User Experience and Software Design One of our main goals was to make the web-based application intuitive, easier to navigate, and more efficient for the different user groups.
