Smith, Director Human Services City of Virginia Beach Most Livable Coastal Community in the World… ~Envision Virginia Beach 2040 2 State of the City of Virginia Beach’s Oceanfront Homeless encampments are located in wooded areas around the Oceanfront area. Increase numbers of homeless individuals congregating on the boardwalk, in public parks, and public restrooms. Issued criminal summons have increased due to sleeping in public places, alcohol related offenses, and trespassing. Complaints from concerned citizens regarding incidences of low level conduct disorders. 3 State of the City of Virginia Beach’s Oceanfront Program Plan Objectives: • Address the homeless crisis in and around the City of Virginia Beach, specifically in the boardwalk area. • Assist and provide support to citizens experiencing homelessness and other co-occurring conditions. Note: The program was developed in context of the Virginia Beach Plan to End Homelessness. 4 The “Pinkies” 5 Community Response An intensive “pilot program” was developed to support homeless individuals in moving forward and out of homelessness (July, 2014 to October 2014). Address co-occurring conditions through a comprehensive “triage/wrap services” model that will include strong community programing and peer engagement. 6 Community Response Pilot Program consists of the following components: • Oversight provided by the Human Services Department. • Six (6) part-time contractual Outreach Peer Specialists. • The Outreach Peer Specialists are formerly homeless individuals encouraging service engagement and providing community support services. • Funded by Human Services -HSD, Housing and Neighborhood Preservation-HNP, and the Virginia Beach Police DepartmentVBPD/2nd Precinct. 7 Community Response The Outreach Peer Specialists work flexible hours (early mornings, late nights, and weekends) partnering with VBPD/2nd Precinct, HSD/Projects for Assistance in Transition from Homelessness (PATH), and HNP to “triage” individuals moving them into services. • Outreach Peer Specialists report to the PATH Supervisor daily on the progress and activities on the boardwalk • Weekly cadence calls held to review data and coordinate services • Increased coordination between the PATH Supervisor and the Second Precinct Crime Prevention Unit Supervisor has enhanced communication with the business community 8 Community Response Community Provider Support: • New/Enhanced “day” and weekend services have been developed and being provided during the day for homeless individuals. • The tracking system used to track progress of individuals served is through the Homeless Management Information System (HMIS) • The Outreach Case Manager and Second Precinct Police work closely with the Resort businesses, Hotel Association, Resort Civic League, and the Oceanfront Enhancement Committee. 9 Statistics To Date Referrals PIN Ministry Potter's House 2 Healing Place 15 PATH 40 Recovery Center JCOC Stand Up for Kids Magic Hollow 20 1 1 12 Veterans STOP VOA Connection Point SNAP/SNAPET Hospital/ER 1 29 9 7 15 7 5 Total unduplicated number 10 served: 443 (90% homeless) Statistics To Date Adult Gender Children Gender Ethnicity 50 females 147 males 3 unknown 1 female 2 males Caucasian African American Unknown American Indian Hispanic Adult Age Range: 18 – 30 31 – 50 51 – 61 62 and over Don’t know 33 41 27 2 97 126 59 16 2 2 The Goal of Going Home – 21 Families with children – 3 11 Approximate totals The City of Virginia Beach Team Housing and Neighborhood Preservation Andy Friedman Karen Prochilo Pamela Shine Human Services Dannette R.
