Junior Club Coaches Officiating Training 2014-2015 1 2014-2015 Junior Coaches Officiating Training Rev 11/11/2014 Introduction Junior Club Coaches Officiating Training 2014-2015 • Officiating is an integral part of the sport • Junior Players should learn and experience the officiating aspect • Teaching junior players how to officiate the game increases understanding of the sport and respect for officials Objectives of the Officiating Training Program • To provide junior players and coaches the opportunity to learn and experience officiating • To provide a uniform and defined method for training and certifying junior officials • To develop junior officials in an easier and more effective process for both the club and the Region 2 Junior Officiating ABC’s Junior Club Coaches Officiating Training 2014-2015 3 • 14 and Under teams, the head or assistant coach is always the 1st Referee • 15 and Older teams, the head or assistant coach is always court side • Coaches required to take the online clinics for 1st & 2nd Referee, Scorer, Line Judge • Player online clinics for 13 and under age: 2nd Referee, Scorer, Line judge • Player online clinics for 14 and above age: 1st & 2nd Referee, Scorer, Line Judge • NEW THIS YEAR Adult 2nd Referee at all national events (Qualifiers, Bid Events, Nationals) Junior Club Coaches Officiating Training 2014-2015 Certification Requirements • Complete appropriate online Clinic • Be evaluated for the position 1st Referee, 2nd Referee, Scorer Scorers should be evaluated on a deciding set situation (Court Change) • Paperwork submitted to Area Trainer Completed Evaluation Sheet Attach Score Sheet for Scorers • Area Trainer will set member status on HOAonline 4 Credentials Junior Club Coaches Officiating Training 2014-2015 5 • Credential Required to Participate • Coach credential required to sit on the bench (Must be visibly worn for the entire match) • Parent credential required to be on court (shagging balls; assisting at Scorer Table) Junior Club Coaches Officiating Training 2014-2015 Requirements for Credentials • Coaches Registered USAV Member Passed background screen Completed IMPACT Completed Online Coaches Clinic • Parents Registered USAV Member Passed background screen • Credentials will be mailed to the club from HOA Office regularly 6 Credential Checking Junior Club Coaches Officiating Training 2014-2015 • At all HOA events using paid officials Photo ID and credential will be verified at tournament check-in desk. All coaches will be issued a non-removable HOA wristband. This band must be placed on wrist at the check-in desk. At every match, coaches will be asked to display credential and wristband. Both playing & officiating coaches checked!!! Coaches may not participate without both!!! Sanctions will be applied as specified in the current Club Director's Packet and also playing rules as posted on HOA web site • At all other HOA events WeR1 Cadre and Tournament Directors may check at any time 7 Coaches Officiating Duties Junior Club Coaches Officiating Training 2014-2015 • Coaches must be an active member during team officiating assignments As 1st, 2nd referee, LJ or at Scorer Table Coaches are expected to focus on the match and their team members For all 14U teams, any adult member on the roster that is credentialed as a COACH must be the 1st referee Regardless of Age Level of Tournament • Teams officiating without a COACH are sanctioned in their next match Opponents are awarded 5 points at the start of each set of the next match 8 DCR 9.2.4 – Page 36 Junior Club Coaches Officiating Training 2014-2015 • *9.2.4 It is a fault, during reception of service, to make a double contact or catch using overhand finger action. • NOTICE * and footnote • * The application of this rule (9.2.4) has been postponed following the Board of Administration decision of April 5, 2013. •BOTTOM LINE This rule is not to be enforced until further notice 9 Liberos Junior Club Coaches Officiating Training 2014-2015 • DCR 19 • Contrasting Jersey • Sept 1, 2014 Solid/Multi-color Jersey https://volleyballreftraining.com US15_m200_Solid_Jersey • Set 1 line-up sheet shows 2 Liberos Liberos must remain the same for the entire match • Set 1 line-up sheet shows 0 or 1 Liberos Team may select a different Libero for each set in the match • A completed rally (DCR 6.1.3) between two Libero replacements Except when a Libero goes to serve DCR USAV 19.3.2.1 10 Fan Behavior Junior Club Coaches Officiating Training 2014-2015 11 • Coaches are responsible for the behavior of their fans/parents • HOA has a sanctioning scale for fan behavior issues 1. Tell coach of disruptive behavior Delay Sanction 2. Suggest coach have fan leave gym Delay Penalty 3. Suspend play Default the match from this point DCR 6.4.3 Protests Junior Club Coaches Officiating Training 2014-2015 • Teams have the right to protest any interpretation or application of the rules • Teams may not protest judgment calls • Game Captain is the only team member allowed to file a protest (except for 14 and under competition) see USAV 5.1.2.2 • If a protest is properly filed, play must be suspended until the issue is resolved Protest Resolution 1.
