Sir:
In line with our mandate to serve as the primary government institution that prevents and suppresses
criminality and maintains public order and safety at the community level, the undersigned suggests the
creation/organization/reorganizing of a Barangay Peace and Order Committee (BPOC) and
Barangay Anti-Drug Council (BADAC) through an Executive Order.
The objective of these suggestions, within 100 days of assumption to the office, is threefold: First, to
establish an effective community-based crime prevention monitoring and coordinating mechanism.
Second, to ensure that the members of the committees are fully aware of their functions and
responsibilities. Finally, to formulate the Barangay Peace and Order and Public Safety Plan (BPOPS) and
other policies, which shall be incorporated into the Barangay Development Plan and adopted by
Sangguniang Barangay and Barangay Development Council (BDC).
Further, these committees will not only assist the local government in planning and implementing
development programs but also recommend social policies to enhance development interventions.
I earnestly seek your attention and action on this suggestion. Your support and leadership in ensuring the
