AN EXECUTIVE ORDER DIRECTING ALL PUNONG BARANGAYS TO
ESTABLISH ANTI VIOLENCE AGAINST WOMEN (AVAW) DESKS AND
DESIGNATING AVAW DESK PERSON
WHEREAS, RA 9710, otherwise known as the Magna Carta of Women seeks to
eliminate discrimination against women by recognizing, protecting, fulfilling and
promoting the rights of Filipino women especially those in the marginalized sectors;
WHEREAS, Joint memorandum Circular No. series 2010-2 dated December 9, 2010
provides for the guidelines in the establishment of a Anti Violence Against Women
(AVAW) Desk in every barangay.
WHEREAS, the Punong Barangay shall designate an area within the barangay hall
for the AVAW Desk in order to ensure the confidentiality of the same and privacy
and safety of the victim survivors. Likewise, he shall designate an AVAW Desk
person to handle said cases; preferably woman barangay kagawad or woman
barangay tanod;
NOW THEREFORE, I MICHAEL CARLEONE M. CRUZ, Municipal Mayor of
Umingan, Pangasinan by the powers vested in me by law, do hereby direct the
establishment of AVAW Desk in every barangay;
Section 1. Function of Barangay AVAW Desk
1. Respond to gender based violence cases brought to the barangay;
2. Record the number of gender based violence handled by the barangay
and submit a quarterly report on all cases of VAW to the DILG Municipal
Office and the MSWDO;
3. Keep a VAW case records confidential and secured and ensure that only
authorized personnel can access it.
4. Assist victims of VAW in securing barangay protection Order (BPO).
5. Develop barangay gender –responsive plan in addressing gender based
violence;
6. Coordinate with and refer cases to government agencies, nongovernment organizations (NGOs) institution and other service providers;
7. Address other forms of abuse committees against women especially
senior citizens, women with disabilities and other marginalized
groups;and
8. Perform other related functions as may assigned.
Section 2. Effectivity
This Executive Order shall take effect immediately.
