Mohammad Dzulfahmi Bin Shahabirahmat 75688 A STUDY ON CAUSES OF DELAY IN ROAD CONSTRUCTION PROJECT IN THE STATE OF SARAWAK MALAYSIA Study ABSTRACT Issue in delay is not new in the construction project. This study focuses on addressing a significant challenge that construction professionals encounter, which is the frequent occurrence of delays in road construction projects. The inability to complete these projects on time and within the allocated budget is a pervasive problem experienced on a global scale. To better understand and mitigate this issue, the research aims to identify and prioritize minimum of ten primary factors responsible for causing delays in road construction projects of three distinct types of road project across the region of Sarawak. The study adopts a twostep approach to achieve its objectives. In the first step, it gathers information from various sources to compile a comprehensive list of the most common causes of delays observed in road construction projects. These sources may include project records, reports, expert opinions, and historical data. The second step involves a detailed analysis of the severity and impact of each identified cause of delay in these road construction projects. This analysis seeks to determine which factors have the most substantial influence on project timelines and budgets, thereby helping construction professionals and stakeholders to prioritize their efforts in addressing these challenges. The study is a systematic attempt to uncover and understand the root causes of delays in road construction projects in Sarawak. By identifying and evaluating these causes, it aims to provide valuable insights and guidance to construction professionals, policymakers, and other stakeholders in the construction industry, ultimately contributing to more efficient and timely project completions in the future of road construction. In Malaysia, there is a positive trend in the growth of road construction. However, with the rapid modernization occurring today, many existing roads are struggling to accommodate the increasing number of users. Consequently, efforts to upgrade, expand, and create new alternative roads are being implemented across the country especially in Sarawak and Sabah. Unfortunately, road construction projects often encounter multiple delays, which can significantly impact road users. Typically, road construction projects are undertaken without considering trivial factors, leading to various issues during the construction process that ultimately cause project delays. Contractors are often to be blamed when road projects experience delays. These delays can have a profound effect on clients, as they must postpone their plans and may incur additional costs during the road project. To ensure the smooth progress of road construction projects without delays, it is highly important to conduct a more comprehensive analysis of the issues encountered during the construction process. Identifying the factors responsible for delays in road construction projects is essential to ensure projects are completed within the specified timeframe. Research Aim The aim of the research study is to identify the problem of delay in road construction project in the state of Sarawak. Research Objective 1. The objective is to study the duration of delays in road construction projects and understand the causes that contractors cite when applying for an Extension of Time (EOT). 2. The incapability of finishing projects punctually and within a given budget is a persistent issue worldwide. This study aims to determine the ten principal causes of delay in road construction projects for 3 type of road project across Sarawak. The study involves two steps. First, compiled information regarding the most frequent delays in a road construction project. Second, analyzed the intensity of each cause of delay in these projects. Being more accurate in the methodology, given the nature of the information, the researchers used a quasi-meta-analysis for processing the data.
