Quezon City Public Employment Service Office YOUTH PROGRAMS LEGAL MANDATES Republic Act 8759 Otherwise known as the PESO Act of 1999 Section 3 - Establishment of the Public Employment Service Office. - To carry out the above-declared policy, there shall be established in all capital towns of provinces, key cities and other strategic areas a Public Employment Service Office, hereinafter referred to as "PESO," which shall be community-based and maintained largely by local government units (LGUs) and a number of nongovernmental organizations (NGOs) or community-based organizations (CBOs) and state universities and colleges (SUCs). The PESO shall be initially organized by and composed of a PESO manager and may be assisted by a labor and employment officer (LEO) as may be determined by the LGU. Special Program for the Employment of Students and Out-of-School-Youth (SPES) Special Program for the Employment of Students and Outof-School-Youth (SPES) (R.A. 10917) The Special Program for Employment of Students is a youth employment-bridging program which aims to provide temporary employment to poor but deserving students, out-of-school youth, and dependents of displaced or would-be displaced to augment the family’s income. (based on the IRR of RA #10917 Amending purpose for the Republic Acts 7323, Otherwise known as the SPECIAL PROGRAM FOR EMPLOYMENT OF STUDENTS). The program also aims to help poor but deserving students and out-of-school-youth pursue their education by providing employment and compensation. CALL CENTER TRAINING PROGRAM & Criteria for Selection of Trainees CALL CENTER TRAINING PROGRAM Since 2008, PESO has been implementing a call center scholarship training program called Scholarship on Competency Building for Information Technology and Global Business Service, specifically the Contact Center Competency Course, to provide and develop talents required by Information Technology – Business Process Management (IT-BPM) and Global Services Industry within the City. The Program is intended to enhance the skills of the QC workforce for the IT-BPM industry so training graduates can have the competencies to pass the companies screening process. In addition, PESO is a employment generating agency for QC resident. So that, PESO facilitated to conduct a job-fair on Business Process Outsourcing (BPO) industry as job placement assistance for the graduates Jobstart Philippines Program Jobstart Philippines Program Republic Act 10869 A program designed to enhance the employability of at-risk youth to improve their integration into productive employment through the provision of full employment facilitation services including job search assistance, free life skills and technical training, placement in internship and job referrals from PESO. Jobstart Philippines Qualifications: • • • • • Quezon City Citizen 18 – 24 years old upon registration Have reached at least High School level of education Not in education, in employment, or in training (NEET) No work experience or have less than one (1) year of accumulated work experience • Has not yet taken any jobstart training from other cities and from the previous years.
