On 2/16/2022, WPV investigation was conducted by RLPM Ashley Nicholas, HRBP Uzoma Otuonye, and AM Alex Williams, in regards to AA Roberto Arce, and Security Guards Tracy Hemmings and Kashif Scott. At 2:00AM, an initial STU interview was conducted by HRBP Otuonye, AM Williams and POI AA Arce, regarding an alleged WPV altercation involving the POI and both guards. AA Arce explains at 9:00PM, he was exiting through security, when Hemmings aggressively asked him to return his scanner that he was currently in possession of. When POI Arce told Hemming that he did not like the way she spoke to him, and to “calm down”, her tone escalated to an inappropriate state. AA Arce states that when he was exiting for his second break, he saw Guard Hemmings talking to AA Mike Allen, when he overheard her ask AA Allen where POI Arce was located and stated that POI Arce had made a comment to AA Jackie Turt, that he wanted to “punch her in the face”. At 1:45AM the verbal altercation transpired, where all parties confirmed the conversation escalated very quickly between POI Arce, and both guards. They were immediately separated by AM Williams and HRA Janelli Santiago. In conjunction the WPV incident, HRBP Otuonye and AM Williams believed that AA Arce was under the influence of alcohol due to the present scent, forgetfulness and slurred speech that was observed in the STU. At this time, HRBP Otuonye partnered with Safety to call Quest Diagnostics for immediate testing, but was told that representatives will not be available to arrive onsite until 6:30PM on Thursday 2/17. Next, HRBP Otuonye reached out to LPS Eddy Warren for assistance and was given LPM Ryan Ecker contact information for on-call support. HRBP Otuonye could not get in contact with LPM Ecker via phone, and contacted GSOC, who provided contact information for RLPM Ashley Nicholas. STU conversations were conducted by RLPM Nicholas, HRBP Otuonye, Guards Hemmings and Scott, and POI Arce. Guard Hemming admitted to confronting POI Arce to understand why he told AA Turt that he wanted to “punch her in the face”. - RLPM Nicholas recommended to immediately suspend employment. HRBP Otuonye confirmed this was complete. POI Arce admitted to stating “if someone talked to me like that outside of work, I would punch them in the face”, while he was outside on his break. - RLPM Nicholas recommended to immediately suspend employment and order a taxi to transport due to the reasonable suspicion factor. POI became very hostile with HRBP Otuonye and AM Williams – Throwing his phone, screaming in frustration of not being able to drive his vehicle home, and demanding to leave. At this time, RLPM Nicholas recommended to send the AA home at his own-will and to contact local authorities to escalate the concern of the POI potentially being under the influence. HRBP Otuonye confirmed all actions were complete. Please list any witnesses or individuals who may have information relevant to this investigation.
