Programme Officer;
Human Security and Livelihood Somalia
Permanent position, starting January 2014
The Embassy of Sweden in Nairobi represents Sweden in Kenya, Somalia,
Seychelles and Comoros. The Embassy also represents Sweden in UNEP and
UN-HABITAT.
The Embassy represents and advances Swedish policies, interests and values
in political and economic relations, development cooperation, in trade and
investment promotion and in cultural and information matters. It provides
consular services to Swedish nationals and migration services to nonnationals.
There is more than 70 staff working in the Embassy of Sweden in Nairobi,
which makes it the largest Swedish Embassy in the world.
Sweden has been actively engaged in Somalia for over 20 years. The Swedish
aid programme for Somalia is a combination of humanitarian assistance and
support for reconstruction and development. Sweden has recently adopted a
new Results Strategy for Sweden’s International Development Cooperation
with Somalia for 2013-2017. This strategy includes three results areas:
human security and livelihood, health and gender equality, and democracy
and human rights.
The Embassy of Sweden is looking for a Programme Officer responsible for
managing and developing the portfolio for Human Security and Livelihood in
Somalia.
Main duties:

Analyse human security and livelihood developments and identify
strategic interventions for Swedish support
Plan, administer and follow up on Swedish funded projects by, inter
alia: assessing and approving funding applications including budgets;
preparing decisions/contracts and agreements; reviewing and approving
narrative, financial and audit reports
Financial management, including follow up of disbursements and
payments

Contribute to the development of Swedish strategies and policies for
Somalia

Operational/strategic planning and reporting
Represent the Embassy of Sweden and actively participate in
coordination fora, steering committees, program reviews and field visits
Build relationships and develop networks through interaction and
continuous dialogue with a multitude of actors, bilaterally and multilaterally
Report and update relevant stakeholders on relevant emerging issues
in Somalia
While the duty station for this position is in Nairobi, the recent
establishment of more legitimate state institutions in Mogadishu provides
new opportunities and requirements for direct engagement with Somali and
international partners, inside Somalia. Accompanied by an improved
security situation, this means that tasks for this position will increasingly
be carried out through frequent duty travel to Somalia.
Academic qualifications
 Academic Degree in peace building/political science/economics or other
relevant subject preferably with a focus on international and/or development
studies.


Working experience
Minimum 2 years relevant working experience with development assistance,
with at least one year involving human security and/or livelihood.
Grants management experience from working with donors, international
agencies or international NGOs.
Experience of working in a fragile state context. Knowledge about the
political and development context in Somalia is highly desirable.
Ability to seek information independently and be able to analyse complex
data in order to make assessments.
Excellent command of written and spoken English. Swedish would be an
added advantage.
Administrative competence and computer skills (incl. Word, Excel, Power
Point)
Good drafting and reporting skills are essential.

Embassy or a Development Agency.
 Command of written and spoken Somali





The recruitment will be finalized if the appropriate funds are allocated.
Indicative start date for the position is during January 2014.
The terms and conditions and salary are in accordance with the Swedish
Ministry for Foreign Affairs´ salary system for locally engaged employees.
