Dr. Mughees uddin Sheikh (Dean, Faculty of Behavioral & Social Sciences) briefed the
participants about the importance of Quality Enhancement Cell (QEC). He informed

the participants that they can ask questions from QEC team for solving their problems
with reference to the Self Assessment Manual (SAM) procedures.

Group discussion started with the participants and it was agreed that departments can
assess themselves through Self Assessment Report (SAR) depending upon their area
of education. The participants were invited to ask questions related to the problems
faced during self assessment activities. Moreover, the requirements of financial
resources / infrastructure / facilities can be mentioned in SAR and can be demanded
via Implementation Plan.

The participants were informed that Higher Education Commission (HEC) will stop the
funding until the Department / Institute / College / Centre have completed their self
assessment procedure.
A slide of Table-1 consisting of the performance of the Faculty was shown in order to
elicit the reasons for non-implementation by certain departments.

Dr. Samar Fatima (Department of Gender Studies) said that Gender Studies were
merged in Institute of Social & Cultural Studies but practically, it is a separate
department. She was told that it is now their responsibility to prepare SAR for each
program.

Ms. Aliya Khalid (Department of Social Work) raised the issue that SAM is prepared
according to the engineering disciplines and is not for humanities. She was told that
whichever criteria they feel is not applicable to the particular discipline; can be ignored
and can be modified according to individual departmental needs.

Ms. Rehana Saeed Hashmi (Department of Political Science) said that Department of
Political Science is based upon annual system but the given SAM is prepared for
semester system so it is very difficult for us to implement SAM in present shape.
The Participants were briefed that most of eight criteria were applicable to the annual
system as well. In any case, the department needs to ensure through internal exams
(send up exams) that students are fit to appear in the annual exams.

Dr. Ahsan Akhtar Naz (Director Institute of Communication Studies) complained
about the discipline of the student and quoted an example of student revolt and
placement of an advertisement in the newspaper, when the attendance criterion was
strictly implemented. Thus it is difficult in present culture to implement SAM. He
emphasized the need to change the culture. However, he felt that efforts are being
made to solve these problems in future. He also added that teachers were respected
in past but now a days there is no concept of respect of teachers due to which we face
a lot of problems.

The participants were further briefed by QEC to mention all these problems, which they
feel are hurdles for improvements in educational systems in their SAR so that these
can be eliminated and addressed with the help of HEC and the top management of
PU. They were also told that improvement can be made in our process of admission,
arrangement of classes and educational system through feed back and survey forms
like; Alumni survey, Faculty survey, Employer survey and Students survey etc.
10. All the participants agreed upon the evaluation of teachers by the students. Dr. Nasir
Saeed Butt suggested that only those students should participate in teacher’s
evaluation who have at least more than 70% class attendance. Moreover, permanent
teachers must be hired instead of visiting faculty system.

11. The participants were told that QEC staff is available at any time for assistance if so
required.
12. At the end Dr. Nasir Saeed Butt told three golden rules of Deming which was the father
of quality management.
a)
The Top management is responsible for quality.
b)
Prevention and not correction is the real thing.
c)
Educate, train and motivate your human resource.
13. Dr. Aamir Ijaz told the participants that most of SARs received do not have the survey
forms and asked for their inclusion in SARs; so that the feed back received through
survey forms can be used to improve quality/standards of education.
