The agenda of the meeting was the group discussion on implementing self assessment manual (SAM) activities at university of the Punjab, Lahore. Prof. Dr. Aamir Ijaz, Director QEC briefed the program team members of Faculty of Education, Islamic Studies and Law about the activities of QEC at PU regarding efforts towards implementation of self assessment manual (SAM); while explaining the aims of SAM, Prof. Dr. Aamir Ijaz said that in recent years it has become an obligation for institutions of higher education to demonstrate the effectiveness of their academic programs in providing high quality education that positively impact students. Furthermore, most accrediting bodies and others concerned with quality assurance are requesting that institutions to assess students learning outcomes as a means of improving academic programs. This has led the Higher Education Commission (HEC) to develop methods for assessing quality of academic program. Assessment is the systematic process of gathering, reviewing and using important quantitative and qualitative data and information from multiple and diverse sources about educational programs for the purpose of improving student learning and evaluating whether academic and learning standards are being met. The process culminates when assessment results are used to improve student learning. A successful assessment program includes the following:1. Purpose identification 2. Outcomes identification 3. Measurements and evaluation design 4. Data collection 5. Analysis and evaluation 6. Decision-making regarding actions to be taken The purpose of this document (SAM) is to outline the process of conducting self-assessment (SA) of academic programs. It is HEC that requires universities to conduct periodic self-assessment for its academic programs in order to improve them and ensure high academic standards. Self-assessment is an important tool for academic quality assurance and provides feedback for faculty and administration to initiate action plans for improvement. The aim of SAM is to enhance the educational level to International level and further To bring the courses and syllabi of different disciplines and areas to same level all over the country & to assess the educational level imparted to the students. To get feed back from different employers through survey form given in SAM. The main purpose of the meeting is to discuss any problems which program team members are facing during completing SAM and to assure them that QEC is there to sort any problems faced by them. Quality of education is an on going process which starts from the top level right from the Chancellor to non-academic staff; until unless they are all committed for continuous improvement, it can’t be achieved. Through SAM, QEC will highlight the weaknesses / requirements of the departments and after proper auditing of SAM, those weaknesses/requirements would be communicated to Vice Chancellor as well as to Higher Education Commission (HEC). He further added that SAM is required to be updated every 2-year. Among 3-faculties which were invited for this group discussion today, only 3 departments have submitted SAM reports. There are some shortcomings and even some of standards missing in these received SAM reports. Minutes of the today’s meeting will be communicated to respective departments through Deans and Directors as well as to Vice Chancellor and Registrar. Dr. Saad Siddiqui said that he is afraid that QEC might provide the information about our universities to abroad and he thinks that QEC is serving foreign masters via HEC. Answering to Dr. Saad Siddiqui query, Prof. Dr. Nasir Saeed Butt (Quality Assurance Advisor, IQTM) said that we are trying to increase the level of education not to catch the faculty members and said that he feels sorry if somebody thinks in this way; whereas the only purpose of SAM is to see the level of an education to enhance to international level and this is very naïve to think that the function of QEC is to provide data to foreign bodies / foreign elements etc. Prof. Dr. Nasir Saeed Butt (Quality Assurance Advisor, IQTM) further added that QEC would not be able to implement activities of quality assessment without the commitment from the top management and suggested that program team members should be given some incentive in some form of remuneration. Dr. Aamir Ijaz answering to Dr. Saad Siddique question told the house that the SAM data is lying with QEC and not been given to anybody yet. Miss Humaira Bano (Director of Department of Special Education) said that SAM is a great opportunity to enhance the level of education and suggested that to call the meeting separately of faculty members as well as administration then try to discuss the problems and reason for lack of motivations will be more beneficial. Institute of Quality & Technology Management, Quaid-e-Azam Campus, Lahore-54590 Phone No. +92-42-9230085-84, Fax No. +92-42-9231159, URL: http//www.pu.eu.pk/qec, Email: info@qec.pu.edu.pk Mr. Muhammad Shafiq (Lecturer, IQTM) speaking on the same point said that the interest in QA & SAM completion can be increased among different departments firstly by clarifying the SAM and by increasing awareness; secondly, SAM is not a survey form and it is a complete course of management system and suggested that the individual departments should select those who are the best one in the department for the activities of SAM then it will be possible to get the compliance and betterment in the processes. SAM is focused on the following points:ii) Requirements of customer iii) Design or create courses according to the customer’s requirements. Mr. Muhammad Shafiq endorsed that to change the culture, there is a need of program team member’s training and which is not possible without the real commitment from higher authority. Mr. Abdul Qayyum (Career Counciling and Placement Centre, IER) commented on the low attendance of program team members and further added that such type of discussions on SAM is very important and helpful. Prof Dr. Aamr Ijaz said that to complete SAM, we have to get feed back from employers, students and Alumni through survey forms attached in SAM so that to see the performance level or quality of education imparted by different departments is adequate or not. Col ® Fazal ur Rehman highlighted the importance of transformation process for introduction of change relating to Quality Assurance in Education system at the University of the Punjab. It is significant to realize that change of mind & attitude of the people be kept in view for preparing to accept the challenge. He further added that if you want to change the culture and want to enhance awareness, some areas be given relevant importance for the transformation process which are as under:i) Establishment of system ii) Documentation of system iii) Implementation of system iv) Maintenance of system After implementing the whole system, then follow-up checks be done for the improvement measures needed. To excel in performance this approach is to be understood and applied as an unending process. Prof. Dr. Aamir Ijaz Director QEC said that in order to improve the QEC, it is planned to call a meeting with Vice Chancellor, Deans and Directors of the University of the Punjab. Answering to a question raised by one of the attendees about the benefit of SAM. Dr. Aamir Ijaz said that QEC will convey these requirements of different departments to Worthy Vice Chancellor of Punjab University after auditing each department’s SAM very soon. Hopefully, it will improve the system. All the members requested to Director, QEC to send soft copy of SAM prepared by IQTM. Dr. Aamir Ijaz told the house that Mr. Muhammad Abdullah (Admin Officer, QEC) will visit the PT’s of each department in future and try to solve their queries on spot with the help of Director, QEC. The meeting concluded by a unanimous agreement that there should be a training / awareness call for Dean and Director by Vice Chancellor and QEC to improve quality of education; so they should start taking more interest in SAM activity. The meeting ended with the vote of thanks from the Director, QEC.
