Security Certification Statement For the USAID New Management System (NMS) This Certification has been performed to conform with the system authorization requirements of Office of Management and Budget Circular A-130 and to assist in remedying the NMS Security and Access Controls “material weakness” reported under the Federal Manager’s Financial Integrity Act. Attached are the findings from the security certification evaluation of the New Management System. The evaluation summarizes findings and presents recommendations. Also attached is a proposed accreditation statement for your review and signature. Based on the report and my judgment, I hereby certify that the results of NMS testing and evaluation demonstrate that NMS security provisions are adequate subject to implementation of the corrective actions referenced below. In addition, weighing the remaining residual risks against operational requirements, I recommend that you authorize continued operation of the NMS under the following restrictions: NMS is accredited until its replacement by the IFMS. NMS accreditation will be withdrawn should its operation resume at USAID mission sites.
