DATA DISSEMINATION POLICY
The first draft policy consists of 4 chapters:
1. General provisions
2. Objects, channels and mechanisms of data
dissemination
3. System of statistical products and product
catalogue
4. Implementation

1. Principles of data dissemination
a. Must be implemented in accordance with the
relevant laws and international practices.
b. Must be user-oriented.
c. Must have the decentralization among
different statistical agencies; and close
coordination between data producers, data
dissemination agencies and data users.
2. Responsibilities and authorities of
statistical agencies
 Regularly update the users’ need
 Disseminate timely, sufficiently and transparently
statistical information to user (except confidential
information).
 Complete the data dissemination mechanism and
make the list of statistical products available to users.
 Be responsible for the accuracy and reliability of data
disseminated.
 Refuse to publish false information and information
that damage the interests of the nation, community,
organizations and individuals.
3. Rights and responsibilities of users
 Access, exploit and use statistics
 Promptly feedback their demands to statistical
agencies;
 Actively give suggestions and comments to increase
the quality of data dissemination;
 Must specify the source of information when using,
not allowed to use statistics to damage the national
and community interests.
4. Objects of data dissemination
 The Party, the State and other ministries, branches
and mass organizations at central level.
 The Party’s committees, governments, agencies at
local levels;
 Domestic and foreign enterprises, investors and
business establishments;
 Mass media agencies; schools, research institutes;
organizations and individuals
 International organizations
5. Channels of data dissemination
 Printed and electronic products (such as CDROM, DVD and others).
 Website (of GSO, PSOs and ministries)
 Press conference, mass media and other means
of communication such as telephone, fax , email ...
6. Mechanism of data dissemination
 Free of charge
 For fee
Free of charge dissemination
 Statistical information within the national statistical indicator
system (NSIS), the provincial statistical indicator system (PSIS)
 Results of statistical surveys, censuses conducted by the State
budget.
 Monthly socio-economic statistical information; results of
annual and 5- year socio-economic development strategies;
multi-year socio-economic development programs and the
National Development Goals.
 Foreign statistics compiled by statistical agencies.
 Other statistical information collected and integrated under the
state budget and funding from international organizations
For fee dissemination
 Detailed and in-depth statistical information
for business purpose which are not funded.
 Statistical information for researching purpose
collected by payment of users
 Processed statistics on the basic of available
free database upon request of users.
7. System of statistical products and product
catalogue
 System of statistical products includes main
products (publications, databases, data
warehouse...) made by statistical agencies
 Catalogue of statistical products is built on the
basis of system of statistical products
Each product in the catalogue includes the
following contents:
- Name
- Main content
- Degree of data update (estimated, preliminary or official )
- Data source
- Format (printed or electronic)
- Language
- Cycle of publishing
- Releasing time
- Dissemination channel
- Author
- Dissemination unit
- Dissemination mechanism (free of for fee)
- Price (if relevant)
- Other additional information
