STATEMENT OF DUTIES:
The Education Specialist/Reading Coach will function as an expert, knowledgeable in the area of acquisition of early
reading skills and the supervision of the instruction of reading. This position requires a person skilled in planning,
advising, and evaluating a comprehensive reading program in grades 6-8. Major responsibilities will include 1)
understanding and articulating the essential reading components, the assessment process, the 3-tiered reading
process and applicable reading strategies, 2) providing for tutoring and enrichment activities, 3) attending applicable
training, 4) ordering and inventorying of reading materials, 5) implementing the Response To Intervention correlates;
core, supplemental, and intervention components, 6) establishing a system of data analysis that will inform classroom
practices, and 7) conducting workshops for staff designated to strengthen the core, supplemental, and intervention
components of the reading program, 8) assisting with the development and implementation of lesson plans, 9)
conducting both formative and summative evaluation of the school’s reading program 10) coordinating the alignment of
reading curriculum to state standards and benchmarks. This person will also assist with development of school-wide
programs, assist with school improvement projects, and prepare reports to meet program compliance.
POSITION TITLE AND LEVEL OR RESPONSIBILITY:
Level 05 – Level 05 specialists applies a knowledge of established education principles and techniques in coordinating and
administering segments of education program(s) at the school or line office level, involving provision of technical advice to
the principal or line officer with program management and evaluation responsibilities. Assignments typically require
application of conventional analytical and investigative techniques. The objectives are generally defined and accomplished
with guidance of precedents or standard practices.
BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:
Level 05 – Specialist: Bachelors Degree in related field and two years related experience.
A Bachelor’s Degree in an appropriate education field (or related areas such as those required under P.L. 95-142) with a
minimum of 16 semester hours of course work in the particular area of reading, assessment, diagnosis and/or
remediation.
All professional educators must also meet the Certification standards for their position in the State where the position is
located. Emergency and provisional certificates may be accepted under the conditions they are issued by the state certification
authority.
Qualifying experience is teaching experience or other professional education experience related to the position. Additionally,
the specialist is required to be current with all pertinent education legal issues relative to area of specialty.
Must have a Valid North Dakota Teaching Certificate in Elementary Education as well as a
Reading Credential.
