TITLE: Executive Director of Institutional Compliance
CODE: 0344
FUNCTION: To manage a continuous and productive compliance function that ensures
compliance with applicable laws, regulations, policies and procedures at The University
of Texas at Arlington.
DUTIES AND RESPONSIBILITIES: Oversee the University’s risk assessment
process and manage the preparation of an annual risk-based compliance plan that
includes a responsible party, monitoring plan and specialized training plan for each highrisk item; coordinate and facilitate the quarterly Compliance Executive Committee
meetings; oversee the development and maintenance of general compliance training for
employees and monitor completion percentages for appropriateness; oversee the
development of specialized training for employees whose job responsibilities involve
high-risk compliance activities; oversee the development of the Compliance Manual
which documents the compliance structure and outlines the procedures to assess and
assure program effectiveness; develop and maintain a Standards of Conduct Guide to be
utilized by all employees; assure appropriate follow-up to determine that proper
corrective, restorative, and/or disciplinary action has been taken in the event of noncompliance and make recommendations as needed; establish and maintain a confidential
reporting mechanism that allows employees to report instances of suspected noncompliance in a manner that assures no retaliation; report on compliance activities to the
System-wide Compliance Officer as requested; monitor developments and changes in
statutes and court rulings, rules and regulations that impact compliance areas; obtain upto-date information on changes in laws, rules and regulations; HIPAA compliance;
develop the unit’s unit effectiveness plan and budget; administer and effectively manage
the departmental budget; and other duties as assigned.

REPORTING RELATIONSHIPS
REPORTS TO: The President and the Compliance Executive Committee at the
University of Texas at Arlington
SUPERVISES: Director of Compliance
INTERNAL CONTROL: The Executive Director of Institutional Compliance is
responsible for the design, execution and effectiveness of a system of internal controls
which provides reasonable assurance that department operations are effective and
efficient, department assets are safeguarded, department financial information is reliable,
and the department complies with applicable laws, regulations, policies and procedures.
WORKING CONDITIONS: Position may require extended hours (daily), work on
weekends (on occasion), occasional travel to Austin or other cities for meetings and/or
for training sessions, workshops, etc.
REQUIRED QUALIFICATIONS: Bachelors degree and a minimum of five (5) years
experience in an established corporate or institutional compliance program or
professional program development, as well as a minimum of three years managerial or
supervisory experience; experience in dealing with federal and state regulations and
assisting in the design of appropriate compliance monitoring procedure to meet those
requirements; high ethical standards and values, and excellent leadership and
management skills; ability to organize and direct major work activities and administrative
operations; ability to communicate effectively, both orally and in writing; knowledge of
budgeting and financial planning in a university environment.
OTHER REQUIREMENTS:
Management and leadership experience in Higher Education is preferred.
Ability to effectively use a personal computer and a solid working knowledge of word
processing and spreadsheet software commonly used in a modern audit or business
office, and the ability to use e-mail on a regular basis as a business communication tool;
experience working with modern, sophisticated, computer-based accounting and financial
reporting systems in a large, complex organization preferred.
