CLASS TITLE:
WEB DEVELOPER
BASIC FUNCTION:
Under the direction of the Open Learning Coordinator, operate and maintain District web
services; maintain the integrity of all District sponsored websites, ensuring that all sites adhere to
established policies, procedures and guidelines; provide web support services to faculty and
staff; utilize server side programming to develop web based applications; serve as the lead
developer, architect, and administrator for the campus web portal; provide web programming,
Help Desk support, and cross-training to peer workgroup; identify and implement emerging
Internet technologies.
REPRESENTATIVE DUTIES:
1.
Lead the development and administration of the college web site, including graphic
design, information architecture, navigation, and content management.
2.
Lead the development and administration of Internet and Intranet portals to include
programming web-parts; virtual working environments; user authentication and security;
and integration with other web services.
3.
Program applications using a variety of web development tools and environments;
including SharePoint Portal Services, ColdFusion, ASP.NET, ADO.NET, Web Services,
JavaScript, CSS, Flash, XML, InfoPath, Access, and SQL Server.
4.
Coordinate end-user requests for web application and portal development; consult with
workgroup peers to prioritize requests, identify solutions and assign project teams.
5.
Administer district content management services, to include the maintenance of HTML
templates, image archives, user roles, work flow, and guidelines for web publication.
6.
Develop and maintain web server architecture in coordination with Technical Services.
7.
Ensure web services are compatible with multiple browsers and operating systems.
8.
Coordinate with Access Specialist to ensure all district web services are ADA compatible.
9.
Transfer knowledge to coworkers through cross-training and development of procedures
and documentation on web programming, architecture, and services.
10.
Assist departments, serve as a resource and provide education to faculty and staff on
issues concerning content and presentation of information on District websites –
encouraging timeliness and accuracy of web content, and assisting with adherence to
applicable legal requirements as well as District policies regarding technology usage,
data security, and web publishing standards.
11.
Identify, learn and implement appropriate server-side technologies and web
programming languages to expand and deliver web services to the District.
12.
Coordinate with Technical Services to ensure all Web applications conform to district

13.
Troubleshoot and resolve all problems associated with web services.
14.
Prepare and present reports as necessary.
15.

Server-Side Web Technologies: ASP, .NET Framework, ASP.NET including either
VB.NET or C#, ADO.NET, ColdFusion (CFML), Web Services, Common Gateway
Interface (CGI) scripting in PERL
Web application programming including concepts for object oriented design, implementation,
and best practices as it relates to either VB.NET or C# databases, including relational
design and integration with the following databases: Structured Query Language (SQL)
including Microsoft Transact-SQL (T-SQL), Access, SQL Server 2000 including
Enterprise Manager, Stored Procedures, SQL Server 2000 Security, Data
Transformation Services, Content Management Solutions, Portal Technologies, Microsoft
SharePoint Portal Server 2003
Development of Custom Web Parts, Microsoft Visio
Accessibility Conformance as it relates to WCAG and W3C Guidelines

EDUCATION AND EXPERIENCE:
Equivalent to: Bachelor’s degree in Computer Science or related field and three to five years

PHYSICAL EFFORT:
Primarily sedentary with intermittent to frequent standing, walking, bending or stooping;
occasional lifting, carrying, pulling and/or pushing of objects weighing 35 pounds or less; ability
to travel and/or drive to a variety of locations on and off campus as needed to conduct district
business; ability to work at computer stations for extended periods of time, involving moderate to
heavy repetitive use of hands, wrists, forearms, and visual concentration.
EMOTIONAL EFFORT:
Ability to develop and maintain effective working relationships involving appropriate interactions
and communications personally, by phone and in writing with a variety of individuals and/or
groups of individuals from diverse backgrounds on a regular, on-going basis; ability to work
effectively under pressure on a variety of tasks concurrently while meeting established deadlines
and changing priorities.
WORKING CONDITIONS:
Primarily works in indoor office/computer room environments; subject to frequent contacts with
and interruptions by faculty, staff and students in person or by phone; exposure to computer
operation noise; may work at any College location during day and/or evening hours with
occasional holidays and/or weekends on an as-needed basis.
