Minutes of the College Council Meeting of May 24, 2004

Present: Dr. Fallo, Ms. Caldwell, Dr. Caldwell, Mr. Hanson, Mr. Means, Ms. Pickens, Dr. Rapp, Mr.

Samimi, Dr. Simon, Ms. Smith, and Ms. Stewart.

1.

Board Policy 7120-Recruitment and Selection: The third paragraph was changed to read

“Academic employees shall possess at least the minimum qualifications prescribed for their positions by the Board of Governors.” It was also decided that the phrase “exclusive collective bargaining” should be used in paragraphs three and four for consistency.

Board Policies 5020-Nonresident Tuition, 7350-Resignations Non Represented Employees, and

7356-Discipline and Dismissals Non-Represented Classified Employees were distributed for review. These polices will be discussed June 7, 2004.

State Budget a.

The subcommittees writing the education budget in each house completed action. The subject-area reports will next be incorporated into Budget Committee reports in each house, which are expected to be approved next week. After procedural votes, the two different budgets will be sent to a conference committee charged with reconciling the differences between the two houses. It is believed that the Governor could get the budget out by June 15 th

. b.

Major issues for the Conference Committee are Equalization, PFE and Student Fees.

PFE is probably going into the base and will have reporting requirements. The Senate approved the Governor’s proposal for a student enrollment fee of $26 per unit, while the

Assembly used $40M from the equalization line item to reduce the fee proposal to $22 per unit. Most people think that if the student fee goes to $22 this year that it will go to

$26 next year. c.

Even though the current budget is balanced, there is a structural deficit from $6-$10B.

Some say that inflation and a better economy will let us grow out of this. The

Legislature says we can’t grow out of this and we will have to make some cuts. Most

Analysts believe the May revise will go through with some changes and next year we will have to float more bonds. There is more bonding ability.

Cameron Samimi introduced Justin Bagnall who may also sit on College Council with Julian

Peters. Julian Peters is the new Student Body President.
