EL CAMINO COLLEGE VTEA Deans & Directors Council Meeting Minutes June 19, 2001 Present: Lucinda Aborn, Trish Bonacic, Bea Brody, Pat Caldwell, Sandy DeMos, Carolyn Hardy, Tom Jackson, Jeanette Magee, Gloria Miranda, Roger Quadhamer, Arvid Spor, Katherine Townsend, Bobbi Villalobos, Ron Way Gabriella Lopez (Recorder) A scheduled meeting of the VTEA Deans & Directors Council convened at 8:00 a.m. in Library 202. Results of VTEA College Aggregate Core Indicator Information Pat Caldwell was asked to participate in the meeting in order to point out the similarities and differences between the VTEA College Aggregate Core Indicator data and P4E information. Pat Caldwell emphasized that El Camino reports P4E data by numbers while the Chancellor’s Office report contains percentages. The VTEA College Aggregate Core Indicator 1999-2000 data and 1998-1999 P4E data were compared. Both reports show that in the course completion (in the form of completing a degree, receiving a certificate or transfer to a four-year university) category we are far below average. Lucinda Aborn asked how transfer information was reported to the State. Arvid Spor answered that transfer information is lumped in with completion data. Arvid Spor noted that there was a big push for the creation of vocational brochures. In addition, funds should be distributed differently and emphasis should be placed on basis skills area. He added that an intervention program would make a great difference. Pat Caldwell said that there was a great overlap for the targets of VTEA and P4E. She suggested that projects are jointly funded in order to combine funding sources. Suzie Dever mentioned collaboration of the Special Resource and the Learning Resource Center by sharing resources, consequently making a greater impact. Pat Caldwell brought up the example the P4E Learning Communities projects where funding came from six different sources. If one source goes away there is still funding left. Ron Way added that ECC has a terrible history of reporting ECC data in connection with the core indicators. According to him, LEP reporting only reported 2 students when in reality 90% of students were LEP in a program. Pat Caldwell responded by mentioning Heather Brown’s concern for data correctness. She is working with Alex Kelley to submit years worth of data. Bobbi Villalobos mentioned that ESL coded as general studies and none of the courses have ESL TOP codes. Arvid Spor reminded that VTEA is up for reauthorization in 2004, and that Congress may eliminate VTEA funding if the college do not make significant headway in meeting the target goals. In addition, K-12 system is also trying to get VTEA monies. VTEA Funding for 2001-02 The funding allocations for the upcoming fiscal year were distributed to each participant. Arvid Spor highlighted some important components of the 2001-02 budgets. Counseling will hire two full time career counselors paid from VTEA funds. Special Resource Center and Learning Resources Center will provide tutorial services using VTEA funds. VTEA Brochure Status Arvid Spor reported that the vocational education brochures are all in mock-up stages. The brochures will feature representative students from all over campus including students with disabilities, non-traditional students and various ethnic backgrounds. Arvid Spor expressed that brochures will be distributed to the divisions for editing. Civil Rights Compliance Review A team of four individuals visited El Camino College and conducted a series of meetings to review our vocational education programs on March 20 – 23, 2001. Arvid Spor said that he had sent in our response to their findings. This response to the Chancellor’s Office provided details on our efforts to be in compliance.
