EL CAMINO COLLEGE VTEA Deans & Directors Council Meeting Minutes October 17, 2000 Present: Lucinda Aborn, Bea Brody, Susan Dever, Tom Jackson, Gloria Miranda, Roger Quadhamer, Virginia Rapp, Ray Roney, Arvid Spor, Don Visintainer, Don Ward, Ron Way Gabriella Lopez (Recorder) A scheduled meeting of the VTEA Deans & Directors Council convened at 8:00 a.m. in Library 202. VTEA 1999/2000 Final Report Arvid Spor distributed copies of the VTEA Final Report for fiscal year 1999/2000. He emphasized that for the purposes of the report, he examined specific programs within a given area of study. The Council members discussed the following core measures in details. Core Measure-2 (Completions, Certificates, Degrees and Transfer: 60% Performance Goal.) Statistics show that in the Cosmetology program only 15% of the students attained the Core Measure-2 goal. Ron Way pointed out that the possible reason for this low rate is that Cosmetology students generally don’t apply for El Camino certificate but for the state license. Lucinda Aborn noted that many students take Sign Language courses because such courses fulfill the language requirement. Core Measure-3 (Placement: 75% Performance Goal) According to Don Visintainer, it is the Federal Government that sets the standards for such surveys. The employers conduct the survey on who is employed after leaving school. He also noted that comparatively small populations are examined for the purposes of such reports. Core Measure-3 (Retention: 75% Performance Goal) Arvid Spor stated that 8 out of the 10 VTEA funded programs registered a rating of 75% or higher. According to the report, tracking for the two programs under the 75% mark may have been an obstacle because the nature of their vocation might lead to part-time and contracting jobs as they begin their career. Core Measure-4 (Training Leading to Non-Traditional Employment: Greater than 25% Completion and Participation) None of the 10 VTEA funded programs attained a 25% or higher rating. Arvid Spor expressed the importance of increasing the number of females in male oriented jobs and at the same time increasing the number of males in the female oriented occupations. News from the CCCAOE Fall Conference Arvid Spor informed VTEA Council members on some updates he received at the CCCAOE Fall Conference. He shared the following announcement of the Chancellor’s Office on the “VTEA 8 Required Uses”: Not only those vocational programs that receive VTEA funding but all existing vocational programs in a given campus must meet the requirements of all the 8 required uses. Four-Year Plan Due by October 31, 2000 The VTEA four-year plan will be due to the Chancellor’s Office at the end of October. Arvid Spor has already met with the VTEA deans and directors individually to discuss which of their programs they want to improve in the next four years or if they have any new programs they intend to develop. Distribution of Accounting Codes Arvid Spor announced that all division carrying VTEA funds have successfully placed their orders for equipment by the October 1st deadline. Professional Development Institute Research Library Arvid Spor distributed a list of resources offered by the Professional Development Institute. Their resources include case studies, handbooks and videos. The library provides borrowing services free of charge. Interested members can call (408) 451-4928 for more information. VTEA State Leadership and Equipment RFAs Arvid Spor distributed the Chancellor’s Office’s Vocational Update and offered his help to divisions that were interested in applying for the State Leadership or State Equipment grants. Both grants are due to the Chancellor’s Office by January 10, 2001. VTEA State Leadership Projects: Grants will be awarded in six vocational subject matter areas including all of the nearly 400 vocational education TOP Codes. Grants will range from $100,000 to $358,000. Applicants must address all five State Leadership priorities. State Equipment Funds: The State has made $5 million available to institute competitive matching grants for workforce development instructional equipment. Funding will be distributed among six occupational/training areas. VTEA Survey Over 12,000 students enrolled in vocational programs will be surveyed during the month of October. Arvid Spor stated that the VTEA Survey is our only method for collecting special data on students enrolled in vocational programs. Arvid Spor encouraged the Council members to seek his assistance if they are aware of a better method to track such information. All Campus Advisory Dinner The All Campus Advisory Dinner will be held on Wednesday, October 18, 2000 in the Cafeteria East Dining Room. The dinner is followed by a special program and breakout sessions of the individual advisory committees. A brochure on the importance of advisory councils will also be distributed to all participants. Adjournment The meeting adjourned at 9 a.m.
