People credited with this unit standard are able to: – identify and assess safety, and security situations and emergencies; – initiate remedial safety and security actions; – review safety and security actions; and – document and report on safety and security actions. New Zealand Qualifications Authority 2016 14620 version 3 Page 2 of 4 2 Performance in relation to the elements and performance criteria must comply with current legislation, policies, and procedures, including: Corrections Act 2004; Corrections Regulations 2005; Crimes Act 1961; Crimes of Torture Act 1989; Criminal Justice Act 1985; Health and Safety in Employment Act 1992; New Zealand Bill of Rights Act 1990; Parole Act 2002; Privacy Act 1993; Sentencing Act 2002; other related Acts and regulations and their subsequent amendments or replacements. 3 Reference to terms, procedures and specifications in this unit standard includes documented procedures and specifications relevant to the workplace in which assessment is carried out. 4 All work practices shall meet documented enterprise quality management requirements, including the documentation of activities, events, and decisions. 5 This unit standard includes incidents and emergencies such as: fire, earthquake, natural disasters, riots, bomb threats, life-threatening situations (prisoners/staff), and escapes. 6 This unit standard excludes minor altercations, or anything that is not considered an immediate or perceived threat to the prison. 7 Assessment should be against the documented national policies and procedures and prison specific procedures. Elements and performance criteria Element 1 Identify and assess safety, and security situations and emergencies. Performance criteria 1.1 Situations that impact on the safety and security of the prison, and its occupants are identified in accordance with established emergency plans and procedures. 1.2 Situations are assessed and scope determined, with severity, impact, and necessary remedial action identified in accordance with established safety and security procedures. 1.3 Potential safety and security situations are identified. Performance criteria 2.1 Actions taken to isolate, reduce, or eliminate the safety and security situation are carried out in accordance with established procedures and emergency plan. 2.2 Required external agencies are identified and coordinated ensuring actions implemented meet established requirements. 2.3 Actions are implemented in the required timeframe based on the severity of the situation. 2.4 Support required to respond is identified and coordinated to initiate remedial action in accordance with established procedures. Range 2.5 internal and external support. Safety and security calls and code systems are operated effectively in accordance with established procedures. Element 3 Review safety and security actions. Range debrief – informal, procedures, response times, system and equipment performance, staff performance. Performance criteria 3.1 Review is conducted in accordance with organisational requirements. 3.2 Conclusions of the review define and detail effectiveness of the action, the areas for improvement, and areas done well. 3.3 Written reports are in the required format and are produced within the required timeframe. 3.4 Incident debrief is conducted in accordance with emergency response plan. Performance criteria 4.1 Recorded information is complete, concise, accurate, and legible. 4.2 Emergency information is recorded in the required format and filed within scheduled timeframe according to legal, and organisation requirements. Please note Providers must be accredited by the Qualifications Authority, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by the Qualifications Authority before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP).
