This unit standard has been designed for learning and assessment on-job or through
simulation in a prison environment. The evidence provided for assessment must be
in accordance with documented national policies and procedures, and prison specific
equipment, organisational procedures, policies, and processes.

Critical underpinning skills and knowledge are included in Unit 14620, Respond to
safety and security situations in a prison and Unit 14626, Manage unit control room
activity in a prison. However, they are not prerequisites as the trainee may already
have equivalent knowledge and skills.

Range
emergency responses include but are not limited to emergencies such as – fire,
earthquake (natural disaster), bomb threats, life threatening situations
(prisoners/staff/visitors), escapes.
Evidence is required for a minimum of two emergency responses.
Elements and performance criteria
Element 1
Plan and develop emergency response plans in a prison.
Performance criteria
1.1
Emergency response plans specify all necessary procedures and resources to
achieve the required outcome and are in accordance with documented national
policies and procedures, and prison specific equipment, organisational policies,
procedures, and processes.
Range
safety of staff, prisoners, visitors; allocation of resources; optimise
safe and efficient use of equipment; communication protocols;
external emergency services.
1.2
Emergency response plans are in a format agreed by the organisation, and
define responses to different emergencies.
1.3
Emergency response plans and specifications are complete, concise, and
legible.
1.4
Emergency response plans are made available for all personnel involved in
implementing the plans within the scheduled time-frame.
1.5
Emergency response plans specify procedures to ensure protection of evidence
is maintained in accordance with organisational policies, procedures and
statutory requirements.

Element 2
Coordinate emergency responses in a prison.
Performance criteria
2.1
Emergency responses are coordinated in accordance with emergency response
plans.
2.2
Coordination of emergency response ensures staff, prisoners, and visitor safety
is maintained at all times.
2.3
External emergency services are identified and coordinated in accordance with
emergency plans and organisational policies and procedures.
Range
2.4
emergency services may include but are not limited to – Police,
Ambulance, Fire, Civil Defence, Armed Forces.
Communication channels are kept open with all parties affected by the
emergency in accordance with organisational policies, procedures, and
emergency response plans.
Element 3
Test emergency responses in a prison.
Performance criteria
3.1
Tests of emergency responses are carried out in accordance with emergency
response plans, within time-frame, and in accordance with organisational
policies and procedures.
3.2
Tests are carried out within safety and environmental standards.
3.3
Test results are recorded, interpreted, and actioned in accordance with
organisational policies and procedures.
Element 4
Report emergency responses in a prison.
Performance criteria
4.1
Emergency response report information is complete, concise, legible, recorded
in the required format, and filed within scheduled time-frame according to
statutory requirements, and organisational policies and procedures.
4.2
Feedback on emergency responses is factual, constructive and is provided to
individuals within the required time-frame and format.

4.3
Emergency response debriefings are held in accordance with organisational
policies and procedures.
4.4
Areas for improvement in emergency responses are identified and actions taken
to remedy improvement areas are made within the required time-frame.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
