accepted industry practice, and to the requirements of prospective external
financiers where applicable.

reference for comparison of actual against planned expenditure.
3.2
Procedures defined for determining causes and responses to variances enable
action to be taken within an identified time frame.

Changes required due to revision of objectives and targets, and non-predicted
external influences, are incorporated in the plan.
