People credited with unit standard are able to: confirm a person’s eligibility for resources; confirm funded resource allocation to meet identified needs; and identify and communicate alternative funding options to a person in a health, disability, or community setting. Support must be appropriate to the needs of the person and utilise existing strengths and, wherever possible, optimise the use of the local community. Performance of the elements of this unit standard must fit within these broad parameters. 3 This unit standard cannot be assessed against in a simulated environment. It is required that people seeking credit for this unit standard demonstrate competence and be assessed in the workplace. This can be through paid or unpaid employment, or in placements in a service provider workplace negotiated by an education provider. 4 An ability to integrate theory with practice in the workplace must be demonstrated. This will call for a variety of modes of assessment and forms of evidence to show consistency of performance across a range of situations. 5 Eligibility and resource allocation may include family/whanau or support networks where appropriate. 6 On all occasions the decision to involve the person’s family/whanau or support networks will be the decision of the person receiving the service. 7 Resource allocation forms part of the support plan which is based on an assessment that may have been developed by a person other than the person seeking credit for this unit standard. The needs referred to in this unit standard are those needs that were documented as part of that assessment process. 8 Definition Organisation’s policies and procedures are the policies and procedures of the employing organisation of the candidate and include ethical codes, standards, and requirements of the organisation involved. Resources include funded or unfunded supports or services. Performance criteria 2.1 Resource allocation accords with the level of delegated authority, principles of allocated distribution, existing funding guidelines, protocols, contracts, procedures, and tools. 2.2 Resource allocation decisions are explained to the person in terms of parameters and processes and accord with the level of delegated authority, principles of allocated distribution, existing funding guidelines, protocols, contracts, procedures, and tools. 2.3 Resource allocation is documented in accordance with the organisation’s policies, procedures and contractual requirements. Element 3 Identify and communicate alternative funding options to a person in a health, disability, or community setting. Performance criteria 3.1 Alternative funding options are identified and communicated to the person in accordance with the person’s resource needs. 3.2 Alternative funding options are identified and communicated to the person in accordance with the organisation’s policies and procedures. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.
