A full list of applicable regulations and codes is available from the NZ Motor Industry Training Organisation (Incorporated) (MITO). 4 Definition Company policy refers to principles established by the gas network owner to assist decision-making and determine required action. Such principles include directives, operating criteria, precedents, and office memoranda relating to the health, safety, environmental, and quality management requirements of the trainee’s company at the time of training and/or assessment. Elements and performance criteria Element 1 Produce operational and safety procedures for a gas distribution network. Performance criteria 1.1 Existing company procedures are identified to establish the scope of development work. Range 1.2 Company quality criteria are identified in accordance with job requirements. Range 1.3 may include – safety, operational, commissioning, decommissioning, isolation, emergency, regulatory body requirements. Requirements for procedure preparation are identified in accordance with statutes, regulations and company policy. Range 1.5 may include – ISO requirements, controlled copies, uncontrolled copies, update procedures, custodians, masters, document numbers, document structure, document covers, document format. The need for the procedure is identified in accordance with company requirements. Range 1.4 operational, safety. may include – Health and Safety in Employment Act, Resource Management Act, ISO 9000, Gas Act, Gas Regulations. Operational and safety procedures are drafted in accordance with company requirements and policy. Range at least three procedures. Range 1.7 three of – technical review, management review, quality review, field test, safety review. Operational and safety procedures are completed and issued in accordance with company policy. Element 2 Monitor and evaluate operational and safety procedures. Performance criteria 2.1 Operational and safety procedures are monitored for currency and application. Range review, historical data, audit. 2.2 Data from monitoring the procedures is evaluated to determine operational and safety requirements. 2.3 Operational and safety procedures are monitored and audited in accordance with company policy. Range 2.4 frequency, recording, reporting, analysis, currency, need. Changes required to procedures are determined to meet current company and regulatory requirements. Element 3 Revise and maintain operational and safety procedures. Performance criteria 3.1 Operational and safety procedures are reviewed in accordance with company policy. 3.2 Procedures are edited to meet current policies and regulatory requirements. 3.3 Revisions are issued in accordance with company policy. 3.4 Maintenance of procedures is described in terms of consequences of incorrect procedure preparation and poor review systems. Industry Training Organisations must be accredited by the Qualifications Authority before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.
