People credited with this unit standard are able to: – maintain records of operating expenses and disburse operating expenses; – plan and schedule maintenance of systems and services, and oversee maintenance; – arrange and supervise repairs to services and systems; – demonstrate understanding of requirements for insurance of commercial properties; and – conduct property inspections, prepare inspection reports, ensure compliance conditions are met, and arrange Warrants of Fitness. Judgements relating to the duties of an ‘agent’ may be applicable to this unit standard. Industry requirements mean all actions must comply with relevant professional body standards, legislation, codes of professional conduct and client care, and approved guides. A Warrant of Fitness ensures that the specified systems stated in the compliance schedule are performing and will continue to perform, to the performance standards for those systems that are set out in the relevant building consent. Health and safety requirements mean those requirements in the Health and Safety in Employment Act 1992 that promote the prevention of harm to all people at work, and others in, or in the vicinity of, places of work. Plain English is language that either does not use industry-specific words, or that limits or explains industry-specific words so that people outside the real estate industry can more easily understand. 3 Common Law judgements relating to the duties of an ‘agent’, property managers, or body corporate secretaries may be applicable to this unit standard. 4 Assessment This unit standard must be assessed on the basis of evidence of demonstrated performance in the workplace or in simulated work situations designed to draw upon similar performance to that required in the workplace. 5 Evidence must be presented of meeting the required standard of management for two different types of commercial properties. Outcomes and evidence requirements Outcome 1 Maintain records of operating expenses and disburse operating expenses. Evidence requirements 1.1 Records of operating expenses and disbursements of operating expenses are maintained consistent with lease agreements and industry requirements. Outcome 2 Plan and schedule maintenance of systems and services, and oversee maintenance. Outcome 3 Arrange and supervise repairs to services and systems. Evidence requirements 3.1 Knowledge of health and safety requirements is explained and the need for repairs to be carried out consistent with territorial authority health and safety requirements. 3.2 Knowledge of rights and obligations of landlords is explained and the need for repairs is in keeping with the lease agreement. 3.3 Repairs by tradesmen to services and systems are checked to ensure that they have been made in accordance with lease agreements, relevant building codes, local authority regulations, and industry requirements. Outcome 4 Demonstrate understanding of requirements for insurance of commercial properties. Evidence requirements 4.1 Insurance requirements for owners, property managers, and property management companies are explained in terms of risk management. Range 4.2 insurance requirements may include but are not limited to – material damage, loss of rents, public liability, disaster. Communication skills are used to ensure owner understanding of key insurance terms. Range communication skills may include but are not limited to – clarifying, listening, questioning, paraphrasing, reflection of feeling and content, summarising. Outcome 5 Conduct property inspections, prepare inspection reports, ensure compliance conditions are met, and arrange Warrants of Fitness.
