APPROVAL OF MINUTES Minutes were approved as presented with two minor corrections. Rosemary will correct and redistribute. PRESENTATION – ENVIRONMENTAL MANAGEMENT SYSTEMS Susan Sakaki of Sustainable Earth Initiative gave an informational presentation on Environmental Management System (EMS), which is a tool to help institutions green their business that encompasses policy, procedures for institutional practices. Presentation included Board Facilities & Land Use Planning Committee Meeting Minutes of 09/07/07 Meeting Page 2 of 3 background history of environmental “evolutions”, a brief overview of the system and the benefits and cost savings of EMS implementation. Presentation was followed by a question and answer session. STAFF UPDATE OF AUG/2007 SUSTAINABLE CONFERENCE AT BUTTE COLLEGE Director Beckwith gave an update of the sustainable conference he attended along with Jeff Cook and Jack Lin on August 3 -4, 2007 at Butte College in Chico, CA. H stated that his overall impression was that this was an excellent and very production conference because it dealt primarily with community college district’s sustainability issues. Director Beckwith shared his “take away” ideas on the various projects delivery methods discussed at the conference which led to further discussions from this committee relating to State of CA public contracts, bidding process, infrastructure financing and design built or modified design/build. Director Beckwith present a guest speaker, Jerry Lee, President of All Area Electrical & Construction, who recently worked on one of Peralta’s projects that used, for the first time, the modified design/ build approach. Project was a success and was completing by the proposed deadline. Trustee Gonzalez Yuen stated that he would like to hear, sometime in the future, about other components of this conference relating to environmental sustainability. Dr. Ikharo explained the State of California Public Contract Codes bid process allowables. Manager Banisadr explained how the bidding process works. Director Sennette shared his experiences working with public vs. private bidding methodologies and competitive negotiation processes. DGS AGENDA ITEMS FOR THE SEPTEMBER 18, 2007 BOARD OF TRUSTEES MEETING Dr. Ikharo distributed a copy of the memo sent to the Chancellor which lists the 23 items going to Board for approval at the September 18, 2007 Board of Trustees meeting and provided clarifications to questions. OTHER Due to illness Thomas Smith, Vice Chancellor for Finance & Administration, was not available to give and update on the Measure A Oversight Committee; therefore this item was pulled from the agenda. Dr. Ikharo provided a brief overview of how the committee was formed, who is on the oversight committee. Trustee Guillén expressed his dissatisfaction with the selection process, the lack of business representation and clearly defined bi-laws. Every effort should be made to make this a public process. Dr. Ikharo will follow-up with Administration to discuss filling vacant positions and making the Measure A committee a more functional committee. Due to time constraints, report on short-term construction projects, phase I update (agenda item #8) will be carried over to next meeting. Project is complete with the exception of tenant improvement work and the placement of acknowledgement plaque. Next meeting is scheduled for October 5, 2007 from 3:00 pm to 5:00 pm. Meeting Adjourned
