A centrally established and directed moderation system has been established by Competenz. special notes: 1 This unit standard covers the prediction of weather and sea states on the current and immediate future safety of the vessel and its passengers and crew. Weather and sea conditions are affected by land mass, sea depth, and tidal effect. The unit standard relates to weather and sea conditions determined within waterways, harbours, and coastal regions. Instrumentation used to supplement broadcast information includes barometer and anemometer.

2 Legislation relevant to this unit standard includes but is not limited to

– Maritime Transport Act 1994, and

Maritime Rules.

3 Theory included within the unit standard covers the nature of various frontal systems, anticyclones, ridges, depressions, troughs; combined effects of tidal streams, wind and fetch.

Receive and modify forecast conditions. performance criteria

1.1 Information on forecast weather and sea state conditions is obtained prior to passage departure and is the most recent forecast available.

1.2 Forecast information is compared with experienced conditions, and predictions made on future conditions are supported by the assumptions made from this comparison.

Radio transmitted forecasts are monitored, and the information received is used to update predictions on likely future conditions.

Observe and predict effects of experienced weather and sea conditions. performance criteria

2.1 Current and changing weather and sea state conditions are monitored, and adverse changes are predicted and their effects evaluated prior to changes affecting the vessel.

2.2 Assumptions on the effects of future conditions on the safety of the vessel, its crew, and passengers are based on observed conditions and broadcast forecasts.

2.3 Information is sought where future passage conditions are unclear.

Providers must be accredited by the Qualifications Authority or a delegated interinstitutional body before they can register credits from assessment against unit standards or deliver courses of study leading to that assessment.
