Covered by this unit standard are the application of theories of pressure systems, cloud structures associated with systems, fog, other forms of precipitation, sea states and swells. Instruments used to assist in collecting data on weather including barometer, barograph, thermometer, anometer, coater temperature thermometors. Observation of weather and sea states includes sea and swell heights and directions, cloud structure and movement, wind speed and direction. Regulations include: Standards of Training, Certification and Watchkeeping Regulation 11/2, 11/4, 1978. Recording of weather and sea state data occurs in the ship’s log book in formats which meet company operating procedures and meteorological office requirements. Elements and Performance Criteria element 1 Forecast atmosphere conditions and future sea states. performance criteria 1.1 Data gathered for atmospheric and sea state predictions includes broadcast weather and sea state information with observed weather and sea conditions, and data received from instrumentation. 1.2 Broadcast weather and sea states are compared with current conditions and predictions of future condition are supported by assumptions made on this combined data. 1.3 Forecast predictions are conveyed to personnel for action where these predictions are likely to affect changes to planned activity, or where the vessel is predicted to experience adverse sea and weather conditions. element 2 Record and report weather and sea conditions. performance criteria 2.1 Experienced weather and sea state conditions are reported in accordance with international conventions for meteorological observations. 2.2 Reporting and recording related to weather and sea state conditions are completed accurately and concisely in accordance with company operating procedures and meteorological office requirements. Range: reports are submitted in accordance with routine Grenwich Mean Time (GMT) requirements. element 3 Determine effects of land mass on weather and sea states. performance criteria 3.1 Effects of land mass on weather and sea states are predicted and their effects on the vessel’s operation are accurately evaluated. 3.2 Information is sought where the effect of local conditions is unclear and likely to place the vessel’s safety at risk.
