TERMS OF REFERENCE 1 Senior and 1 Junior Short Term Expert (STE) for the activity of national trainings “Developing and Managing EU projects” Background of the assignment The general objectives of this project is to strengthen the overall capacities and accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is the implementation of national trainings, which aim to increase the capacity of CSO representatives from the country in a number of key areas, including citizen's participation, CSO management, advocacy/lobbying and developing/managing EU projects. The main purpose of this assignment is to contribute to the TACSO project component: Capacity development of CSOs by designing and implementing two national Trainings in Developing and Managing EU projects for selected CSO participants from the country. The work will be coordinated by the Resident Advisor, Project Officer and AFA. Specific objectives of the first training Developing and Managing EU projects - Project planning (LFA approach) are: To enhance knowledge and skills of selected CSO representatives on project planning and preparation of EU project applications Specific objectives of the second training Developing and Managing EU projects - Monitoring & Evaluation are: To enhance knowledge and skills of selected CSO representatives in monitoring and evaluation of EU funded projects Scope of the assignment Under the overall guidance of the Macedonian TACSO office, the duties and responsibilities of the Short Term Experts/ Trainers for “Developing and managing EU funded projects” are as follows: Proposing the content and design of two trainings in Citizen Developing and Managing EU projects: one focused on Project planning (LFA approach) and one on Monitoring & Evaluation based on the curriculum developed for the TACSO regional training on this issue; Design and carry out Training needs assessment so as to identify the participants’ expectations Delivering two trainings for selected CSO representatives from the country Selecting and adapting training materials to be used by participants during and after the trainings are finalized. Carry out end-of-training evaluation and include the evaluation results in the final report. Preparing training report for both trainings (including information on training delivery process, results achieved, participants evaluation, main conclusions and recommendations for future work) seven days after the completion of the training sessions. Activities to be carried out Developing the agenda for training and selecting/adapting training materials and handouts Implement two (3) days trainings on developing and managing EU funded projects for 2x 20 CSO representatives from the country with the following main topics to be covered: For the Project planning training (LFA approach): Project cycle management phases Problem analysis and objectives analysis LFA approach EU application form and its contents EU projects budget form For the Monitoring & Evaluation training: Monitoring indicators Data collecting and analysis Tasks and responsibilities in monitoring Evaluation criteria Evaluation tools and instruments Final report on contents and results of training, including evaluation reports. Deliverables/results By the end of the assignment, the STEs should have finalized or delivered: Training agenda for two trainings in Developing and managing EU funded projects (Project planning training-LFA approach and Monitoring & Evaluation) Training sessions outline for both trainings Power point presentations to support training sessions Final report on content and results of the trainings, including evaluation reports. Location of assignment LFA approach training - 6-8 October 2010, Strumica Monitoring & Evaluation training - 3 - 5 November 2010, Mavrovo Duration and timing of the assignment The assignment is planned to take place from 1 October and conclude on 20 November 2010 with duration of 22 working days in total. Profile of the STE Senior STE: University degree in relevant field of assignment, advanced degree is an asset. Proven records for at least 10 years working experience in the field of assignment. Proven background as trainer. At least 5 years training experience, with a specific focus on Project cycle management phases, LFA approach, Monitoring indicators, Data collecting and analysis, Evaluation tools and instruments. Excellent facilitation and communication skills Computer literacy Fluent in Macedonian & English Junior STE: University degree in relevant field of assignment; A minimum 5 years of experience in the field of EU project development and management Strong communication, facilitation and analytical skills; Practical experience in development of training programs, workshops Computer literacy Fluent in Macedonian & English Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STE The activity will be monitored by the Resident Advisor. The STEs will deliver a mission report to the Team leader before remuneration.
