Summary Statement: State the major function(s) of the position and its role in the university. (This section is used for advertisement of the position.) The Specialist, Project and Contract Management, manages grant implementation and participates in grant and contract proposal development. The position supports the management and operation of the Business Environmental Program (BEP) of the Nevada Small Business Development Center (NSBDC). The position assists in managing the complexity of a program operating off campus (based at locations in Reno and Las Vegas) and providing statewide services supported by numerous funding sources and agreements. The individual contributes to BEP project and grant management by developing funding proposals/contracts, and project deliverables; managing grant/contract activities and deliverables; and analyzing financial information. 2. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 30% - Activities/Deliverables Management Manage implementation of grant and contract deliverables Evaluate all grant and contract commitments Plan, organize, and design a management system and schedule that ensures the execution of projects, and grant/contract deliverables and funded activities Assist the BEP Director with planning and organizing the activities of the BEP specialists and coordinate activities of BEP administrative faculty to manage deliverable development Chair search committees needed to staff grant and contract funded positions in order to meet deliverables 30% - Financial Analysis and Management Develop cost projections and budget recommendation for development of BEDP grant and contract funding proposals Analyze program expenditures associated with grant and contract activities to assess spending patterns and rates and provide recommendations to the BEP Director on adjustments of expenditures for cost containment and to ensure accounts are expended in accordance with budget projections Assess BEP special workload distribution on grant and contract activities in relation to salary funds and total account budgets and provide recommendation for workload distribution and PAF allocations to grant and contract accounts Coordinate with funding agencies and organizations to ensure their financial reporting requirements are satisfied 15% - Publications and Seminar Materials Plan, organize and manage activities related to development, production and distribution of publications and training seminar materials developed with contract funding 15% - Office and Information Management Manage the information system (WebCats, or alternatively developed data-base) requirements of BEP specialists so that required information is organized and submitted Manage submission of other required administrative, and grant/contract documentation from activities at the BEP off-campus offices Organize and manage the BEP records for grants and contracts, reports deliverables, data inquiry and counseling, etc. Position Description – Specialist, Project & Contract Management Page 3 Work with NVEnergy, University of Nevada, Reno (UNR) and University of Nevada, Las Vegas (UNLV) personnel to ensure proper function of BEP telecommunication and ISP services Assist with procurement and maintenance of equipment and office supplies 10% - Grant and Contract Proposal Development Assist with preparation of grant and contract funding proposals Work with BEP director and BEP specialists (administrative faculty) to manage the development of grant and contract proposals Work with BEP director to ensure the proposal developed by BEP conforms to the funding agency requirements and plan, organize, and manage the proposal development to meet submittal deadlines 3. Level of Freedom This position reports to and works under the supervision of the BEP Director on grant and contract implementation and provide information and recommendations for management decisions. This position conducts activities in accordance with policies and procedures established by UNR and the BEP. The position is assigned multiple specific tasks and is expected to consult with the BEP director if difficulties with tasks are encountered. Impact Inadequate performance can result in delays and inefficiency in the administration of BEP and its projects. Errors result in loss of time and inconvenience within the program. 4.
