Manager, Operations and Finance
Essential Function: Sedentary Work
Description: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force
frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary
work involves sitting most of the time, but may involve walking or standing for brief periods of time.

The Manager, Operations and Finance, for the Center for the Application of Substance Abuse
Technologies (CASAT) is responsible for the management of the CASAT office, supervision of
accounting and personnel functions, oversight for the coordination of training activities and
logistics for meetings and conferences, and submission of grant proposals. The Manager
participates on the management team and advises the Executive Director of current and
projected needs and/or status for business planning.

30% - Accounting, Systems Development, and Maintenance
 Develop, modify, and maintain an internal CASAT accounting system which includes
setting up new budgets for each grant and contract and assisting classified staff with
budget management
 Manage the diverse and complex invoices that are required by numerous funding
sources
 Work with other campus entities (controller, OSPA) to ensure budgets and accounts are
accurate.
 Monitor all expenditures to ensure compliance with all rules and regulations.
30% - Budget Management
 Develop, prepare and manage annual budget
 Participate in grant and contract writing/development
 Prepare budgets reports for funding agencies along with the CASAT Executive Director
or Project PIs
 Provide CASAT Executive Director and Project PIs with monthly status reports of grant
and contract activity

Manage all personnel costs and provide reports as needed
Initiate, process, and manage all paperwork for sub-agreements
20% - CASAT Staff Supervision
 Supervise professional staff involved with operations and accounting
 Supervise Classified staff Administrative Assistants who work on multiple grants
 Supervise work study students
20%- Management of Office/HR/Training Events
 Organize the telephone system, provide oversight regarding utilization of shared
resources, assign office space
 Train Administrative Assistants and students regarding office procedures
 Conduct meetings with Administrative Assistants and students regarding proposer
submission of UNR-related paperwork
 Manage and provide oversight of all HR/Personnel actions
 Provide oversight/train staff for training activities and logistics for large conferences

The incumbent receives limited daily direction in the execution of core duties. Work is
performed within defined expectations for which the incumbent has freedom to prioritize and
establish unit goals. The incumbent manages numerous complex budgets independently. The
manager works with independence and latitude for initiative and independent. Decisions are
made within existing protocols following analysis and research of available courses of action.

takes to the supervisor for resolution and/or consultation. Provide examples. If a line of
progression, describe the supervisory consultation at the highest level.
The position consults with the Executive Director on overall goals and objectives of the unit and
then executes the financial responsibilities per policy. The incumbent is expected to advise the
Executive Director regarding current business status to facilitate efficient and effective
managerial decisions.

Experience
Bachelor’s Degree
Four years of related professional experience
Master’s Degree
Two years of related professional experience
Relevant Experience: In budgeting, accounting systems, and office
management
Certification and Licensure: None
