Summary Statement: State the major function(s) of the position and its role in the university. The Executive Director for the Center for the Application of Substance Abuse Technologies (CASAT) reports directly to the Vice President of the Division of Health Sciences (DHS. The Executive Director administers and manages all aspects of the Center, provides overall supervision and management of staff, with numerous direct reports, oversees and manages CASAT’s budget, including both revenues and expenditures related to designated state funds, grants, contracts, foundation funds, income, indirect, and sales/service accounts and provides direction and assistance in all grant/contract/ foundation writing and fundraising activities. As a Center with minor, certificate, and graduate emphasis academic programs, the Executive Director has ultimate responsibility for all academic activities associated with the Center, including student recruitment/retention, scheduling/delivery of academic courses, evaluation of courses and faculty, and student satisfaction with academic programming. Finally, the Executive Director serves as the public representative of the Center to the University and the local community and state. 2. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 25% - Budget Oversight/Management Assist in development of all grant, contract, and foundation budgets along with the Operations and Finance Manager and Principal Investigators Approve all budgets, including overall CASAT budget Negotiate funding and state budgets with DHS Chief Financial Officer and staff Determine staffing levels based upon funding allocations Approve all center-level expenditures Correspond/meet with all Grant Management Organizations for discussion of projects Respond to fiscal concerns identified by the Office of Sponsored Projects Administration (OSPA) 35% - Supervision/Management and Administration Serve as the main contact for the University Human Resources regarding staff issues Conduct quarterly management team meetings and biannual staff meetings Supervise classified staff and conduct and/or review annual evaluations Review and approve all annual faculty evaluations before submission to the Vice President of DHS for final approval Review and approve the hiring of faculty, staff, students and consultants and LOAs/LOBs Approve all staff travel requests and travel claims and all annual and sick leave requests for direct reports Attend monthly Deans/Directors and Vice President of DHS Meetings Write and develop CASAT’s Strategic Plan with input/assistance from CASAT staff Ensure that CASAT is in compliance with the University bylaws, policies and procedures 20% - Grant/Contract/Foundation Development and Implementation Write proposals and amendments and serve as the Principal Investigator or Co-Principal Investigator for grants, contracts, and foundations Supervise the development of grants, contracts, and foundation applications Position Description – Executive Director, CASAT Page 3 Identify grant/contract/foundation opportunities, assign staff to develop applications, and instruct staff on how to write grants, contracts, and foundation applications Assist financial staff in developing and submitting grants and contracts through OSPA and through Foundation and Controller’s Office 10% - Oversight of CASAT’s Academic Programs and Students Review and approve CASAT’s course offerings and schedules Address student grievances and grade changes Oversee and assign resources for student recruitment/retention activities 10% - Community Development Activities and Relationship Building Attend and host meetings with community partners, federal, state, and local funders, and donors 3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or the university as a whole. Level of Freedom: The Executive Director acts independently to achieve objectives with occasional reporting to the Vice President. Specifically, the position is able to make financial and staff decisions related to the Center’s grant/contract/foundation funding that are aligned with University policies and practices. The Executive Director consults with the Vice President of DHS in matters of strategic planning and goals of the Center. Impact: The Executive Director makes decisions that significantly impact CASAT and its sustainability. The individual takes actions and make decisions that impact CASAT’s staffing, finances, academic programs, grants/contracts/foundation applications, and interaction and community partnershipbuilding activities. The decisions made and the actions taken by the Executive Director are vital to CASAT’s financial survival. Likewise, constituent satisfaction within the states, tribes, and jurisdictions throughout the regions served by CASAT is necessary to ensure the success of all grants and contracts and uphold the University’s reputation. Should existing standards and levels of satisfaction fail to be met, subsequent grant awards would be jeopardized. Inadequate performance would not only impact future funding from grants and contracts but the credibility of CASAT, DHS, and the University. If CASAT’s reputation is diminished, the ability of CASAT to attract other grants and contracts would negatively affect the University’s public service and research missions. 4.
