Origin
Chapter 215.89, Florida Statute requires DFS to propose a Draft Uniform
Chart of Accounts (UCOA) to establish uniform reporting requirements for
all units of government and estimate the cost of adopting and
implementing the UCOA.

Purpose
Promote accountability and transparency in the use of public funds

Statutory timeline
◦ July 1, 2013 – Published the Draft UCOA
◦ November 1, 2013 - Comments on UCOA due from Reporting Entities
◦ January 15, 2014 - Submit recommended UCOA and estimated costs
of adopting and implementing to Governor and Legislature

The uniform chart of accounts will apply to the following
governmental entities as defined in Section 215.89 (2),
Florida Statutes.
Reporting Entities
Educational
Entities
State universities, State or Florida College System institutions, and
any other entities created by an entity of higher education as well
as school districts and any entities created by a school.
Local
Governments
Cities, counties, water management districts, special districts, and
any other entities created by one of these units of local
government.
State Agencies
Executive and cabinet agencies, judicial agencies, Public Service
Commission, Florida Clerks of Court Operations Corporation, and
Florida Housing Finance Corporation.

215.89 (2)(a) F.S., “Chart of accounts” means a compilation of
uniform data codes that are to be used for reporting
governmental assets, liabilities, equities, revenues, and
expenditures to the Chief Financial Officer.
