“And,” he said, “the entire As
sociation is expected to approve
u the reconunendation at its meet
ing later this year.”
Under Mulroy’s proposal, the
Association’s headquarters in Al
bany would become the “focal
point for interpretations of the
Taylor Law and disputes arising
out of collective bargaining.”
The county executive said that
counties, acting together, “may
be able to adopt uniform poli
cies in meeting employees’ denwinds.
Some of these policies, he said,
might include uniform working
hours, vacation time, holidays and
overtime payment.
Unions representing
govern
mental employees are State-wide
and national in scope, Mulroy
said, “so it is only reasonable that
counties not be expected to stand
alone during government-employee
disputes.”
He added: “If the counties in
this State bind together, they
will achieve a much sti'onger posi
tion in coping with the problems
that will arise as a result of col
lective bargaining.
