POSITION DESCRIPTION TITLE: FLSA STATUS: Construction Engineer Exempt CATEGORY: GRADE: Professional F JOB SUMMARY: Oversee the day-to-day activities of the Facilities and Construction services of the Physical Plant Department. Schedule, coordinate, and supervise construction and related projects within the District. Serve as the District’s in-house expert on all facilities and construction projects. ESSENTIAL FUNCTIONS: 1. Coordinate and provide liaison between District and architects, consultants, contractors, public utilities, and regulatory agencies. Oversee and monitor filed projects, to include asbestos abatement, to insurance compliance with applicable laws and regulatory agencies, e.g. American with Disabilities Act (ADA), Texas Department of Health (TDH), and Occupational Safety Health Act (OSHA). YEARLY PERCENT OF TIME 20% 2. Serve as the District’s in-house expert on facilities and construction projects by providing input on projects, conducting building assessments, coordinating and conducting field inspections and punch list preparation with architects, consultants, and general contractors. Ensure completion of projects as scheduled. 20% 3. Prepare, plan, and implement specifications for in-house construction projects as well as plans submitted for bid, providing cost estimates as needed. Determine the suitability of the remodeling proposals and provide recommendations for final approval. Establish priorities and scheduling of new projects and renovations. 20% 4. Develop, prepare, and monitor budgets for Facilities and Construction to meet established short- and long-range goals. Recommend and purchase necessary facilities and construction materials and equipment. Recommend and select consultants and construction contracts for construction services. Approve and process payment for facilities and construction related services. 20% 5. Provide personnel management and direction to staff assigned to Facilities and Construction including orientation, training, performance appraisal, coaching and professional development. 20% REPORTING RELATIONSHIP: Effective: 9/1/01 Director, Physical Plant Page 1 of 1 SUPERVISORY RESPONSIBILITIES: Professional, Skilled Trade, and Classified Staff assigned to Facilities and Construction. BUDGET RESPONSIBILITIES: Budgets assigned to Facilities and Construction ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s Degree or equivalent EXPERIENCE: Five (5) years SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: • Strong analytical skills • Detailed oriented, • Ability to process and analyze information accurately • General management skills required of the position. • Strong interpersonal skills • Ability to communicate effectively, both orally and in writing. • Good conflict resolution skills 2. Equipment Used: Personal Computer and other equipment associated with an office environment, as well as technical and miscellaneous equipment associated with Facilities and Construction. 3. Software Used: A variety of spreadsheet, word-processing, database, e-mail, and presentation software. PHYSICAL REQUIREMENTS: Duties require little physical effort in work with light (up to 10lbs), easy to handle materials. Duties performed causes light fatigue of eyes, fingers, or other faculties due to long periods of standing, sitting, and/or repetitive motion. INTERPERSONAL SKILLS: Alternative or combined skills in understanding, counseling, and/or influencing people are important in achieving job objectives, causing action, understanding others, or changing behavior; and, skills of persuasiveness or assertiveness, as well as sensitivity to the point of view of others.
