HOUSE STAFF ADVISORY COUNCIL
VANDERBILT UNIVERSITY MEDICAL CENTER
February 2016
Main Agenda
COMMITTEE REPORTS:
Meeting minutes from ICCC—1/28/16
Provided by Venessa Lynn Pinto & Barbara Martin
Organ Donor Advisory Committee—Teresa Hobt-Bingham



Vanderbilt continues to perform well in organ donor
metrics,with 63 organ donors through November 2015.
One timing issue was noted where a family requested
support be withdrawn before TDS spoke to the family
regarding donation.
Dr. Parmley reported that there was a request from
Transplant to evaluate whether induced hypothermia in
organ donors would improve rates of delayed graft
function in renal transplantation. Currently the rate of
delayed graft function is very low; a change in
management that includes hypothermia would not change
the outcome. The issue is tabled.
The donor flag raising ceremony will be in early April;
Songs for Life Concert will be in May. With the proceeds
from the concert the planned donor memorial will be
funded; a location is being identified in collaboration with
VUMC.
Medically Appropriate Treatment—Lee Parmley/
Carol Eck/Walter Merrill—
The Medically Appropriate Treatment policy is undergoing
final review and revision. The policy will serve as a resource to
determine appropriate resolution to meet goals of care when
there are disagreements among the health care team and/or
patients and families. Current processes for resolution will not
change—Clinical Ethics, Palliative Care, Pastoral Care, and
others may be engaged and assist with resolution without
invoking the policy and process.
NEXT MEETING
VUH ECMO—Jimmy Barber
The CVICU is working closely with the VCH ECMO program
and the VUH Perfusionists to develop the new adult ECMO
Specialist Program. The ECMO specialists augment the
perfusionists so that as the program expands patients will have
a specialist available to support the pump continuously. There
are seven specialists ready to go in the next couple of weeks.
The program will be expanding; currently ECMO outside the
CVICU may be covered by Children’s or by CVICU specialists.
In addition, an insertion cart has been created to facilitate
rapid placement of ECMO cannulas so therapy can be initiated
expeditiously. Dr. Jason Kennedy is the medical director, and
several intensivists are supporting the therapy.
Unit Admission Criteria/Scopes of Service—Barbara
Martin Michelle Hasselblad is working with all the units to come up
with Scopes of Service and Admission Criteria on a single
document. The ICUs will develop a document to complete the
VUH information. The managers will work to develop the
document with Barbara coordinating the development.
ICU High Census Plan—Lee Parmley—
Dr. Parmley shared the ICU High Census Plan and asked the
committee how this plan is handled in their units. How
decisions are made to move patients between ICUs was
discussed. Patient flow is a high priority for the institution;
the goal is to have patients in appropriate specialty areas.
Prioritization of patients who need ICU beds (e.g., unstable ED
patients, OR patients, stat bed patients) is not a formal
process, but should be more clearly identified.
Work is ongoing to identify a process for ensuring a STAT bed
is available in one of the ICUs

THE VANDERBILT HOUSE STAFF ADVISORY COUNCIL (HSAC)
This organization is advisory to the Executive Director of Vanderbilt University Medical Center for the purposes of communication of information to
house staff, problem identification, provision of counsel to other hospital organizations, when required, and to provide representation of the house
staff in these and all other matters pertinent to house staff, patients and the Vanderbilt affiliated hospital programs.
The Council is composed of one representative and alternate from all ACGME accredited programs. The Director of Graduate Medical Education is an
ex-officio member and does not vote.
The representatives are appointed annually and may serve an unlimited number of terms. At the discretion of individual departments, representatives
may be elected to office by a majority of residents within that department or may be appointed by the department Chief Resident or residency director.
They shall hold office from July 1st until the following June 30th. The HSAC will be advised at the last meeting of the academic year whether the acting
representative intends to continue in this position for the next 12 months or whether the representative will step down and be replaced, and, if possible, the HSAC should be notified as to who that replacement will be.
