Management of Development in New Democracies and
Emerging Markets

In government or private sector business does not do anything
right without planning. This is a well established fact even in the
days of the primitive man. It is even more necessary today to
plan for any meaningful activity before implementation.
Many governments in the new democracies and emerging
market have spent quite considerable resources in trying to
manage their development process with little success or failure in
most cases. The examples are not difficult to cite. This paper will
focus on the African Continent, South America and Asian
Continents where most of the problem is prevalent.
Management of development could be defined as the
utilization of countries resource in efficient and effective manner
to actualize improved living standard of the people. The
challenges facing this goal in the areas cited are enormous.
These challenges include bad governance, corruption, nepotism,
legal
barriers,
lack
of
(IT)
infrastructure,
financial
mismanagement, lack of human capital development, lack of
human capital management, comprehensive data (i.e.) census
and statistical data, lack of knowledge transfer, brain drain and
constant conflict / security concern.
These challenges are unique to each country dependent on
the resources available and the level of development in the
country. Many other factors are also responsible for the problem
that includes culture, religion and environment /geo-political
climate.
Globalization have compounded this problem, rich
countries and developed market seen to drown out small poor
nations with no particular interest to assist them without certain
condition that end up hurting those countries.
This paper will survey the reasons why many of these
countries fail to improve their poverty level even with abundant
natural reserve.
