Title of presentation: “Challenges of e-development in the Republic of Moldova”
Ion Cosuleanu graduated from Technical University, Chisinau, Moldova, is a Project
Manager of the UNDP - Government of Moldova Project “Building e-Governance in
Moldova-2” . He led the development of the National Strategy and Action Plan “eMoldova”, e-Governance Concept, e-Governance Portal Concept and a range of other
basic documents for building e-Governance in Moldova (see www.e-moldova.md), the
implementation of e-Tax declaration system for Moldovan Tax Authority (www.fisc.md).
Currently Mr. Cosuleanu is managing e-Learning system for Academy of Public
Administration as well as e-Statistical Reporting System. Previously he led the project
team for restructuring Telecom sector in Moldova and for establishment of the National
Regulatory Authority (ANRTI, now ANRCETI) working in ANRTI between 2000 and 2002
as Deputy Director, contributing to development of basic regulatory telecommunications
framework of the country. Mr. Cosuleanu’s expertise spans over 35 years in ICT area
such as policy, regulatory and liaison with international organisations such as ITU,
CEPT, RCC, World Bank, etc. and international companies and institutions such as
France Telecom, Deutsche Telecom, Teleglobe Canada, TEMIC, USTTI. He participated
at several ITU Plenipotentiary Conferences as member of Moldovan delegation. In all
his postings Mr Cosuleanu gained valuable experience in managing development of
important government strategic documents. In particular, working as General Director for
Regulations in 1993-1998, Minister Advisor and Director of Foreign Relations
Department in the Ministry of Transport and Communications (1998-2000), he acquired
specific expertise in ICT area Policy development and implementation. He is one of the
authors of the Telecommunications Law and Informatics Law of the Republic of
Moldova. As ICT expert he participated in a range of international conferences, seminars
and workshops as invited speaker. He is a member of eGovernance Global Community
of Practice, of Moldova e-Development Network and of other professional communities.
He is author or co-author of more than 50 publications.
