Background The intersection of Route 109 (Main Street)/Holliston Street in Medway, Massachusetts, was listed in the Top 5% of High Crash Locations within the Metropolitan Area Planning Council (MAPC) area. The Massachusetts Department of Transportation (MassDOT) has determined that Highway Safety Improvement Program (HSIP) funding would be allowed for reconstruction of the intersection if a Road Safety Audit (RSA) were conducted and a proposed design incorporated the safety improvements identified in the RSA. Main Street (Route 109) is a primary east-west route through the Town of Medway. The intersection of Route 109 (Main Street)/Holliston Street is located approximately four miles east of Interstate 495 (I-495) at Exit 19. Medway Middle School is located on Holliston Street, approximately 0.5 miles south of the intersection. Several businesses are located in proximity to the intersection of Route 109 (Main Street) and Holliston Street, with driveways, open curb cuts, or parking areas located quite close to the intersection. In general, an RSA is intended to identify potential safety improvements that can be evaluated and included as part of the design process for a future reconstruction project. The short-term, low-cost potential improvements could be considered by the responsible agency for immediate implementation prior to reconstruction, as appropriate. The RSA study area is illustrated in Figure 1. Project Data The audit team conducted an RSA for the intersection of Route 109 (Main Street)/Holliston Street on Thursday, January 23, 2014. The RSA agenda appears in Appendix A. Table 1 lists the audit team members and their affiliations. Appendix B provides contact information for all team members. Prior to the RSA, in order to begin assessing possible safety issues, the audit team reviewed collision diagrams and a crash detail summary for the intersection of Route 109 (Main Street)/Holliston Street based on crash records supplied by the Medway Police Department. Between January 2010 and July 2013, 57 crashes were reported at the intersection. Of those crashes, 28 (or 49%) were rear-end crashes, 22 (39%) were angle-type crashes, five (9%) sideswipe crashes, and two (3%) were single-vehicle crashes. Forty crashes (70%) occurred on dry pavement, 16 (28%) occurred on wet pavement, and one (2%) crash had an unreported roadway surface condition. Crashes generally occurred in the daylight hours (82%). Fourteen crashes (25%) resulted in personal injury, and no fatalities were reported. No crashes involved pedestrians, but one involved a bicyclist. Crashes were relatively evenly distributed throughout the months of the year and days of the week, and most crashes occurred during morning or evening peak periods (63%). Appendix C provides the detailed crash data for the intersection. Project Location Description The RSA focused on the intersection of Route 109 (Main Street)/Holliston Street in the Town of Medway, as shown in the aerial image in Figure 2. Route 109/Holliston Street is a signalized intersection with four approaches. The Route 109 (Main Street) eastbound approach consists of an exclusive left-turn lane, a through lane, and a channelized rightturn lane. The Route 109 (Main Street) westbound approach also consists of an exclusive left-turn lane, a through lane, and a channelized right-turn lane. The Holliston Street northbound approach consists of an exclusive left-turn lane and a shared through/right-turn lane. The Holliston Street southbound approach consists of an exclusive left-turn lane, a through lane, and an exclusive right-turn lane. Crosswalks are provided across the eastern leg of Route 109 (Main Street) and across the northern leg of Holliston Street. This intersection is the junction of the following roadways, which are categorized according to MassDOT Office of Transportation Planning functional classifications: Route 109 (Main Street) is classified as an urban principal arterial and falls under the Town of Medway’s jurisdiction. Route 109 is an east-west roadway that originates at Route 16 in Milford to the west and VFW Parkway in West Roxbury to the east. Within the Town of Medway, Route 109 is called Main Street; it remains Main Street east of the Medfield Town Line to the east and becomes Medway Road west of Franklin Street to the west. West of Holliston Street, Route 109 typically consists of one travel lane in each direction with a center two-way left-turn lane. East of Holliston Street, Route 109 consists of one lane in each direction with no center turn lane. Holliston Street is classified as an urban minor arterial and falls under the Town of Medway’s jurisdiction. Holliston Street is north-south roadway that originates at the Holliston Town Line to the north, where it becomes Norfolk Street, and Village Street in Medway to the south. Holliston Street generally consists of one travel lane in each direction. Sidewalks are provided along the east side of Holliston Street south of Route 109 and along the west side of the roadway north of Route 109. Road Safety Audit Observations and Potential Enhancements Based on RSA team discussions on Thursday, January 23, 2014, the RSA team determined that the intersection of Route 109 (Main Street)/Holliston Street has the following issues that affect safety: 1. 2. 3. 4. Access management; Traffic signal; Signage and pavement markings; and Pedestrian and bicycle accommodations. The following sections describe in more detail the safety issues and enhancements determined during the RSA. Several of these issues require further study and engineering judgment to determine the feasibility of implementing enhancements to address them. Access Management Observations: Several businesses are located at or near the intersection of Route 109/Holliston Street. Gas stations are located along Route 109 eastbound on each side of the intersection. Energy Gas, which is located on the southwest corner along the inside of the Route 109 eastbound channelized right-turn lane and has no formal driveways, allows vehicles to enter and exit freely at most points along the property. The Energy Gas station’s location creates conflicts with the Route 109 eastbound queues. The curb cut at the Energy Gas Station is very wide and is located close to the intersection. Hang Tai, a Chinese restaurant located just west of the Energy Gas station, has a head-in perpendicular parking lot that has no formal driveway. Vehicles must enter and exit each parking space directly from the Route 109 eastbound queue, which can lead to crashes as well as decreased efficiency at the signal. One crash occurred when a vehicle was backing out of the Hang Tai and struck a vehicle in the Route 109 eastbound queue. Six angle crashes involved vehicles on Route 109 eastbound and vehicles turning left from driveways onto Route 109 westbound, including four from Hang Tai and two from the Energy Gas station. These crashes may be considered “courtesy crashes”, where a Route 109 vehicle stopped to allow a vehicle to exit a driveway, but the exiting vehicle was subsequently struck by another eastbound vehicle in the adjacent lane. Two crashes involved Route 109 westbound vehicles turning left into Hang Tai and Route 109 eastbound vehicles in the queue. These crashes may also be considered “courtesy crashes”. The 10 rear-end crashes that occurred along Route 109 eastbound may also be considered courtesy crashes, as a trailing vehicle may not expect a leading vehicle to stop to allow another vehicle to enter or exit the roadway. The parking area in front of Hang Tai has no formal driveway, and parking spaces are accessed directly from the roadway. RSA team members noted that Holliston Street northbound vehicles commonly use a wide access point on Holliston Street just south of the Energy gas station to access the Hang Tai parking lot and use it to cut-through to Route 109 westbound, allowing those vehicles to bypass the signal at the intersection of Route 109/Holliston Street. These vehicles need to turn left onto Route 109 from driveways along the south side of Route 109; however, queued vehicles on the Route 109 eastbound approach to the intersection can block the sight lines to the east of the driveway. This may cause rear-end crashes on Route 109 westbound, as westbound vehicles may unexpectedly Page 8 Road Safety Audit Route 109 (Main Street)/Holliston Street, Medway, MA Prepared by Howard/Stein-Hudson Associates, Inc. stop to yield to a vehicle turning left out of the Hang Tai driveway. Three rear-end crashes were reported along Route 109 westbound west of Holliston Street. Two commercial buildings, which are occupied by The Little Store and a real estate office, are located along the Holliston Street northbound approach to Route 109; they also experience access management issues. Driveways to the businesses are located within the Holliston Street northbound queuing area. Vehicles turning left into or out of the driveways must cut through two lanes of queued Holliston Street northbound vehicles, which introduces the potential for “courtesy crashes.” Four crashes involved Parking in front of The Little Holliston Street northbound vehicles and Holliston Store is accessed directly from Street southbound vehicles turning left into the office Holliston Street using a wide parking lot. Two crashes involved Holliston Street curb cut. northbound vehicles and vehicles turning left onto Holliston Street southbound exiting the parking lot. One other crash occurred when a Holliston Street northbound vehicle stopped short to avoid a vehicle exiting the driveway, and a trailing Holliston Street northbound vehicle swerved to avoid a rear-end crash, colliding with the exiting vehicle. Team members also noted that the head-in perpendicular parking spaces in front of The Little Store are often accessed directly from Holliston Street due to the wide driveway. There is somewhat more space for vehicles to back up when exiting these spaces than at the Hang Tai parking lot, but vehicles sometimes back directly onto Holliston Street. While not reflected in the crash data, this is a safety concern, as crashes can occur when vehicles unexpectedly enter a travel lane. In order to reduce the occurrence of courtesy crashes, consider restricting left turns from commercial driveways located close to the intersection, including left turns from Energy Gas, Hang Tai, The Little Store, and the adjacent real estate office on Holliston Street. 2. To help prevent courtesy crashes, work with the owners of Hang Tai and adjacent property owners to arrange a shared parking agreement that would allow Hang Tai to remove the perpendicular parking spaces along Route 109 eastbound and formalize a driveway to the parking lot. 3. Work with the owner of Energy Gas to formalize its driveways along Route 109 eastbound and Holliston Street northbound to reduce the occurrence of courtesy crashes and improve efficiency at the intersection. 4. To discourage cut-through traffic, work with the owners of Energy Gas, Hang Tai, and other businesses to implement strategies to discourage cut-through traffic from Holliston Street northbound to Route 109 westbound, including restricting the Hang Tai driveway along Route 109 eastbound to entrance-only; installation of speed humps along the cutthrough route, and/or narrowing the curb cut on Holliston Street. 5. As part of long-term planning efforts, require access management improvements, including formalization of driveways and driveway consolidation as part of site plan approval for future development. Traffic Signal Observations: RSA team members observed that congestion can occur at the intersection during peak periods. Town officials stated that the traffic signal does not seem to operate efficiently. Left turns from all approaches are protectedonly at the intersection, which can limit the number of left-turning vehicles that are able to travel through the intersection in each cycle. However, protected-only leftturns do provide a safety benefit; no angle crashes were reported at the intersection. It was also noted that the minimum green times at the intersection may be too Holliston Street left turns are long, resulting in green time being given to approaches protected-only at the with no approaching vehicles. Inefficiency at the signal may result in motorist inattention, which can lead to rear-end crashes. Twenty-two rear-end crashes occurred on the approaches to the intersection, which may have been a result of motorist inattention combined with congestion. Congestion at the traffic signal also causes queues to block commercial driveways, which lead to courtesy crashes. RSA team members observed that the traffic signals facing the Holliston Street southbound approach to the intersection are not aligned with the proper travel lanes and, due to the horizontal curve of the southbound approach, are not visible to approaching motorists. A painted island channelizes all vehicles into the right-turn lane. The combination of these factors can result in motorists unexpectedly changing lanes as they approach the intersection. The Holliston Street southbound left-turn signal is aligned above the through lane, which may confuse motorists. Section 4D.13 of the Manual on Uniform Traffic Control Devices (MUTCD) states that any separate left-turn signals shall be mounted within the limits of the exclusive left-turn lane. While not reflected in the crash data, this confusion can cause crashes and inefficiency at the signal. Public safety officials attending the RSA stated that, emergency vehicle preemption is provided at the intersection; however, it does not operate efficiently. Officials stated that emergency vehicles approaching the intersection on Route 109 eastbound sometimes do not receive preemption until they are close to the intersection, possibly due to the vertical curve to the west of the intersection or long minimum green times. This results in the emergency vehicle getting caught in congestion at the intersection, or moving into the Route 109 westbound travel lane to proceed eastbound. Analyze the benefits to traffic operations created by switching to protected-permissive left turns at the intersection compared to the safety benefits of protected-only left-turns. If protected-permissive left turns are implemented, consider the use of a flashing yellow arrow during the permissive phase to alert motorists that left turns are permitted, but motorists must yield to oncoming traffic. Turning radii of larger vehicles should be checked to ensure no conflicts in the vehicles’ travel path. 2. Evaluate the existing minimum green times at the intersection, and reduce if appropriate to increase efficiency at the intersection. 3. Evaluate the condition of the existing loop detectors. If necessary, repair or replace loop detectors to improve operations at the intersection. Consider the benefits of using video detection at the intersection. 4. Consider extending longitudinal pavement markings along the Holliston Street southbound approach to the intersection to guide motorists into the intended travel lanes and reduce confusion at the intersection. Supplement with lane use signage and diagrammatic pavement markings. 5. As part of long-term safety improvements, realign the Holliston Street southbound signal so that it is more visible to approaching vehicles, and so that the signal heads are aligned in the center of their corresponding lanes, especially left-turn signals. Signage and Pavement Markings Observations: The RSA team noted the several issues with regard to signage in the vicinity of the intersection of Route 109/Holliston Street. Guide signage at the intersection is generally limited. The D-6 and D-8 guide signs at the north side of the intersection are difficult for Holliston Street northbound vehicles to see because they are too far away. Guide signage along Holliston Street is not visible to vehicles at the stop bar. The “Right Turn on Red After Stop” signage for the Route 109 westbound channelized right-turn lane is not visible to motorists at the stop bar. “No Turn on Red” signage at Holliston Street northbound is placed on the signal post and is often ignored. It was observed that no stop bar or yield line is placed with the yield sign for the Route 109 eastbound channelized right-turn lane onto Holliston Street southbound. The “Do Not Pass” signage along Route 109 westbound is not necessary and contributes to sign clutter. Finally, there is no street name signage for Main Street. During the RSA, team members noted that there appeared to be a yield line at the Route 109 westbound channelized right-turn lane; however it is faded and no longer visible. A stop bar is more appropriate for a signal-controlled channelized turn lane. Page 13 Road Safety Audit Route 109 (Main Street)/Holliston Street, Medway, MA Prepared by Howard/Stein-Hudson Associates, Inc. Enhancements: 1. Improve guide signage at the intersection. Include names of adjacent towns (Holliston, Millis, etc.). Guide signage for Route 109 westbound should include “To I-495”. 2. Consider the use of a dedicated signal indication so that northbound vehicles see a red arrow instead of a red ball. 3. Place “Right Turn on Red After Stop” signage in a location visible from the stop bar on the Route 109 westbound channelized right-turn lane. Consider placing “Right Turn on Red” signage adjacent to the right-side signal or on the signal post for added visibility. 4. Place a yield line at the yield sign in the Route 109 eastbound channelized right-turn lane; 5. Remove the “Do Not Pass” signage and any other unnecessary or distracting signage from the vicinity of the intersection; and 6. Provide street name signage at all approaches to the intersection. Pedestrian and Bicycle Accommodations Observations: Sidewalks are provided along the north side of Route 109, along the east side of Holliston Street south of the intersection, and along the west side of Holliston Street north of the intersection. This sidewalk arrangement forces pedestrians walking along Holliston Street to cross both Route 109 and Holliston Street at the intersection. Holliston Street is a primary route for children to walk to school, as Medway Middle School is located approximately 0.5 miles south of the intersection. Team members noted that some children avoid the intersection altogether by cutting through Appleton Way south of the intersection and through private property at Dunkin’ Donuts to access Main Street, where there is no sidewalk on the south side of the roadway and no crosswalk immediately west of the intersection to assist pedestrians to cross. There are no crosswalks across the western leg of Route 109 or across the southern leg of Holliston Street, and no sidewalks on one or both sides to connect to. RSA team members noted several issues with the pedestrian signal equipment at the intersection. Team members stated that there is insufficient time to cross at either crosswalk location. It was also noted that push buttons are located on the southeast corner of the intersection facing Holliston Street, but there is no crosswalk across Holliston Street at this location. The pedestrian signal indications are not provided with countdown timers. There are no dedicated bicycle accommodations on Route 109 or on Holliston Street. One crash occurred when a vehicle struck a cyclist traveling against traffic as the vehicle was turning right out of the Charles River Bank. RSA team members stated that there is no bicycle detection at the intersection. Provide sidewalks were sidewalks are currently not provided on Route 109 and Holliston Street, where feasible within the project limits, to improve pedestrian safety. Provide crosswalks and pedestrian signals at the intersection to connect the existing sidewalks to the new ones. 2. To discourage pedestrians from crossing at an unsafe location, remove the pedestrian push button on the southeast corner of the intersection facing Holliston Street, unless a crossing across the south leg will be provided as part of future safety improvements. 3. Evaluate the safety benefits of upgrading existing signal indications to include pedestrian countdown timers. 4. As part of future design considerations, consider providing bicycle accommodations along Route 109 and Holliston Street where feasible. 5. As part of future design considerations, provide bicycle detection at the intersection of Route 109/Holliston Street. Recommendations Based on its review of data, on-site field observations, and group discussion, the RSA team identified the following possible enhancements that could improve safety at the intersection of Route 109/Holliston Street. Further study and design work will need to be conducted to determine the feasibility of making some of the improvements. Table 2 summarizes the safety issues, possible enhancements, estimated safety payoff, time frame, cost, and responsibility. Safety payoff estimates are based on engineering judgment and are categorized as low, medium, and high. The time frame is categorized as short-term (<1 year), mid­ term (1 to 3 years), or long-term (typically >3 years). Long-term improvements are typically considered to be substantial improvements with an expected time frame for implementation greater than 3 years. The costs are categorized as low (<$10,000), medium ($10,001 to $50,000), or high (>$50,000). Short-term enhancements include, but are not limited to: � Restrict left turns out of commercial driveways close to the intersection; � Restrict driveways to entrance-only; � Improve signal operations; � Improve guide signage; � Improve visibility of signage; and � Add longitudinal lane extension pavement markings. To enhance the safety of the corridor, the long-term enhancements are to: � Formalize driveways; � Increase intersection capacity; � Provide pedestrian sidewalks and crossings; and � Provide bicycle accommodations. The RSA is intended to identify potential safety improvements that can be evaluated and included as part of the design process for a reconstruction project. If protected-permissive left turns are implemented, consider the use of a flashing yellow arrow during the permissive phase to alert motorists that left turns are permitted, but motorists must yield to oncoming traffic. Turning radii of larger vehicles should be checked to ensure no conflicts in the vehicles’ travel path. Evaluate the existing minimum green times at the intersection, and reduce if appropriate to increase efficiency at the intersection. Evaluate the condition of the existing loop detectors. If necessary, repair, or replace loop detectors to improve operations at the intersection. Consider the benefits of using video detection at the intersection. Consider extending longitudinal pavement markings along the Holliston Street southbound approach to the intersection to guide motorists into the intended travel lanes and reduce confusion at the intersection. Supplement with lane use signage and diagrammatic pavement markings. As part of long-term safety improvements, realign the Holliston Street southbound signal so that it is more visible to approaching vehicles, and so that the signal heads are aligned in the center of their corresponding lanes, especially left-turn signals.
