Defining IPTV
IPTV = “Internet Protocol TeleVision”
But there’s a difference between what the letters stand for and what IPTV
means
A practical definition:
“Delivering television content to end-users over internet connections”
The content may be transported at least partly over dedicated channels
by-passing the public internet
End-users see the TV content as delivered over their broadband
connection
“TV+Broadband” cable or FTTP users will find it hard to make the
distinction between IPTV and regular TV channels
The main categories of service are:
OTT – “Over The Top” – content is sent end-to-end over the open internet.
Usually free, sometimes with a charge for premium content
“IPayTV” - where the content provider invests in some level of dedicated
capacity for delivery and a fee is usually charged

The bundle issue
Having a large database of broadband
service tariffs allows Point Topic to
produce statistically valid averages for
the prices of multi-play service bundles.
International comparison of “Broadband +
IPTV” bundle pricing
The form of these distributions reveals
that ISPs are generally applying
relatively similar values to the elements
in the bundle.
Comparison with broadband-only prices
makes it possible to extract a
generalised estimate of the proportion of
monthly rental which can be attributed to
the IPTV component – 34% for this data
for end-2010. Hence estimates of IPTV
revenue can be derived even when most
sales are bundles.

Conclusions 1: IPTV situation
IPTV, or Internet TV, is of major and growing economic,
social and cultural importance
Full and consistent international statistics on IPTV are
generally lacking
Five main IPTV metrics are proposed as the ideal to aim
for (see Conclusions 2: IPTV metrics)
Collecting the metrics would require international
innovation, using for example:
Service provider data, Field surveys, Traffic
measurement, Crowd sourcing

The relevance and definition of the of the metrics listed need to
be reviewed by the Expert Groups of ITU to ensure
international comparability of the data
