Teacher Education Council Minutes February 22, 2012 Members Present: Stephanie Boss, Jennifer Dennis, Becky Easley, Claudia Edwards, Loree Gaines (for Carla Guthridge), Courtney Glazer, Tara Grandy, Greg Hoepfner, Jennifer Holloway, Howard Kuchta, Teresa Lubrano, David Schmahl, Michelle Smith, Ronna Vanderslice, and Stephanie White Proceedings Meeting called to order at 3:45 p.m. by Ronna Vanderslice Director of Teacher Education Report A. Teacher Performance Assessment (TPA) Consortium – The TPA is being piloted by 6 universities this year to replace the current Teacher Work Sample, which all programs are using as a key assessment. The TPA is more extensive including a video of the candidate teaching, daily lesson plans, and a reflection. It is being scored by Pearson at a significant cost ($300/student). It may become a state requirement, and discussions are happening to determine how to offset the cost. One suggestion was that it take the place of the OPTE with conversation about whether it would be a program requirement (only teacher ed students) or a certification requirement (includes alternative certification people). It could also replace the undergraduate portfolio since it covers all of the InTASC standards. B. Alliance for clinically-based teacher preparation – NCATE commissioned a study of student teaching which resulted in a report from the Blue Ribbon Committee on Clinical Practice. The Alliance is now taking this report and aiming for state-led reform of student teaching. Cameron is part of the core group working on this. C. Teacher preparation report card – This is still a few years down the road. D. Raising teacher prep standards – There is talk at the state level about raising admission standards. E. Math Specialist and Gifted/Talented certification – Development is happening in both of these areas. The math specialist is further along and will be an 18 hour graduate program (70% content and 30% coaching) to prepare teachers to work with teachers at the elementary level. For the gifted/talented certification, standards are being developed with a conversation about what the program would look like to follow. F. Test redevelopment activities – Field testing will be done this spring for physical education/health/safety, advanced mathematics, world history/geography, severe-profound/multiple disabilities, and biological sciences. Last month’s meeting minutes were approved. Other Business Old Business 1. Approved minutes from the November 16, 2011 meeting are posted at http://www.cameron.edu/teacher_ed New Business 1. Request to modify HIST 1113 to change the date range of the course content included in the course description. Teresa Lubrano made a motion to accept the request. David Schmahl seconded the motion, which was approved. 2. Request to modify HIST 1123 to change the date range of the course content included in the course description. Teresa Lubrano made a motion to accept the request. Jennifer Dennis seconded the motion, which was approved. Announcements/Discussion Items A. All Program Reports uploaded to SPA September 15, 2012; due as pdf to Director of Teacher Ed June 1, 2012; Must have 2 cycles of data for each assessment; check for applicable standards for your area at http://www.ncate.org/Standards/ProgramStandardsandReportForms/t abid/676/Default.aspx. The deadline for submitting data is December. That data should generally be the same as PQIR. B. Completed data tables were due in December; summaries and interpretation for assessments 1-4 are due February 29th. C. Certification score update for 2011-2012 – Attention is being paid to the low passing rate on the elementary subtest 1. A statewide meeting is being held to check the alignment between the questions and the test objectives and to discuss problems with the test. D. Update on common core standards – Oklahoma is using a training of trainers model to disseminate information about the common core with one district/school in each county has been identified as the trainer. We are now attending the meetings to offer information that we have and to learn about district plans for meeting the standards. E. Current education-related legislation 1. HB 2244 – will change the GPA required for alternative certification from cumulative to retention 2. HB 2592 – will extend moratorium on NBCT for 2 more years but requires funding of bonuses for current NBCT’s 3. HB 2285 – extends the deadline to 2014 for testing across elementary, ece, and special ed 4. HB 2762 – consolidates OCTP and the Office of Accountability 5.
